Private cars
Private cars shall be designed to accommodate persons not exceeding nine passengers other than their driver, and shall allocate 50 cm of the front seat length of the driver, 35 cm per passenger, according to the seat and the back from mid-width measurement and the closed doors whichever is less.
It may be equipped with a living room according to its original design from the certified manufacturer. The width of the front and rear seats should not be less than 45 cm and the thickness of the back is 10 cm.
The height of the seat and the surface of the vehicle shall not be less than 85 cm. The license of the vehicle shall include the maximum number of passengers who may be transported according to the aforementioned, in addition to the driver.
Private vehicles trailers (Caravan)
In the private vehicles trailers (Caravan):
(A) The number of its axles shall not exceed two.
(B) Its dimensions may not exceed the following:
Length is five meters.
The width is 2.5 meters
The total height is three meters.
(C) The total length of the group (the vehicle and axles) shall not exceed 12 meters.
(D) The axle shall be equipped with a brake device in accordance with the provisions of article no. 139 of this regulation.
Handicapped vehicles
The vehicle shall be equipped with adequate or sufficient equipment to overcome the impact of its leader's disability to drive in accordance with technical regulations in light of the decision of the Medical Authority.
Taxis
The taxi shall have the following conditions:
1. The seats should be behind each other and in the direction of the car's course. The width of the front and rear seats shall not be less than 45 cm and the thickness of their seats' back shall be less than 10 cm. The height between the surface of any seat and the roof of the car shall not be less than 85 cm and one of the seats may not be in the direction of the car's course according to the original design of the factory.
2. The car must have two doors on each side at least; the width of each one opening is not less than 50 cm. If the car is originally designed for three or more rows of seats, the car may have three doors, with two doors on the right side. The width of the front door opening is about 50 cm and the opening of the back door is 90 cm and provided that the second row of seats moving all or part of it and in the case of a side passage not less than 40 cm starting from the back of the first row of seats and ends at the front row should not be less. The right rear door opening is about 70 cm wide. Taxis with a stitch shift mechanism that operates in the desert areas are excluded from the presence of two right doors condition.
3. There should be a panel at the top of the car lit at night when it is free of passengers and this is of course for the taxis works with meter.
4. The manufactured year should not be more than ten years, including the year of manufacture, for vehicles that are licensed for the first time. The taxi shall be designed for the purpose of carrying persons not exceeding seven passengers other than their taxi driver; this is for taxi with meter. For microbus allocated for transporting passengers between two or more governorates, the number of passengers shall not be less than five and not more than fifteen passengers other than the driver. The service cars shall not carry more than seventeen passengers other than the driver of the car, and 50 cm of the length of the seat and the seat back shall be the measured from the middle of the width and closed doors.
If the car seats are in more than two rows, the distance should not be less than:
- Between the nearest point of the steering wheel and the front seat back is 35 cm.
- Between the back of the front and middle seat are about 70 cm.
- Between the middle seat back and the end of the back seat is about 85 cm.
- Between the rows of seats is about 35 cm.
- Between the nearest point of the steering wheel and the rear seat back of 200 cm.
- The middle seat width should not be less than 35 cm.
Cooperative societies for the transportation of passengers in the governorates may use service taxis cars to transfer the citizens within the province without a maximum number of passengers, provided that the capacity of the vehicle is allowing that in accordance with the discretion of the competent traffic department.
The competent governor shall determine, after taking the opinion of the local people's council, the color of the taxi with meter in each governorate in coordination with the General Directorate of Traffic.
Taxis allocated for transporting the passengers between two or more provinces shall be subject to the provisions of the taxi, according to the following rules:
- These cars are excluded from meters (taximeter) in the governorates where the meters cannot be used.
- These vehicles must be equipped with a metal net on the roof to carry the passengers' luggage.
- The statement provided in article no. 104 of this regulation shall be placed on both sides and on the back within a circle whose color and dimensions shall be determined by the General Directorate of Traffic.
- These cars shall have special parking spaces in the cities from which they start or operate. A decree issued by the competent governor shall be issued and determine their work. The drivers of these vehicles shall wait in these situations to receive the passengers and only these vehicles shall be allowed to wait and accept passengers from these places.
- The ridding tariff for the trip shall be determined by a decision of the competent governor after taking the opinion of the local people's councils.
Companies that have tourism activity may be licensed in accordance with the provisions of law no. 38 of 1977 to regulate tourist companies by operating taxis engaged in tourist activity in one or more governorates. In this case, the provisions of articles 1, 2 and 3 of the first paragraph in this article are applied in addition to the following:
(A) The approval of the Ministry of Tourism for licensing these vehicles and when renewing.
(B) Putting a distinctive mark of owning companies on the vehicle's external body and the General Directorate of Traffic issued a decision on how to put the mark of the owning company on the car after taking the opinion of the Ministry of Tourism.
(C) Issuing a special tariff for these vehicles in accordance with the provisions of this regulation after the approval of the Ministry of Tourism.
(D) The vehicle has not been manufactured for a period exceeding three years prior to the license.
(E) The vehicle is originally designed to carry more than 7 passengers other than its driver.
Special fire trucks
Special fire trucks shall be fitted to the intended purpose and all devices shall be firmly fixed with taking the necessary precautions for the safety of the personnel and shall be written on both sides of the vehicle by its subsidiary.
Ambulances and hospitals vehicles
The following conditions shall be existed in ambulances and hospitals vehicles:
- The length of the space allocated for the transport of wounded and sick people by ambulances and hospitals vehicles shall not be less than 180 cm, and it might exceeds this space within children ambulances.
- These vehicles shall be of a closed type.
- Cover the side windows with curtains if the color of the glass is not dark or obscured glass.
- The bed or folding stretcher must be equipped with adequate vibration restraints, and a seat may be allowed inside the box or mobile seats ambulances.
- To write on both sides of the vehicle its subsidiary and the intended purpose for it.
Dead people transportation vehicles
The following conditions are required in the transport vehicles of the dead people:
1. The dead people transportation vehicle shall be of the closed type.
2. The length of the place designated for the transport of the dead people shall not be less than 225 cm and its width shall be 95 cm. It should be fully ventilated and no seats are permitted. It must be completely separated from the passenger seating area.
3. The number of passengers shall be determined by allocating 50 cm of the leader's seat length and of 40 cm for each passenger. It is allowed to have a seat behind the vehicle's seat in condition that the distance between the seat front and the driver's back is not less than 25 cm.
4. In all cases, the following dimensions shall not be exceeded:
- (A) The height between the surface of any seat and the roof shall not be less than 85 cm.
- (B) The distance between the nearest point of the steering wheel and the front seat forward should not be less than 35 cm.
- (C) The width of any car seat shall not be less than 35 cm and the thickness back of 10 cm.
5. The car must have a rear door in addition to the driver's seat door and the opening of each of the two doors should not be less than 50 cm.
6. The side windows shall be covered with curtains if the color of the glass is not dark or obscured type.
7. The number of the vehicle and the intended purpose shall be written on both sides of the vehicle.
Motorcycles
The motorcycle can be four-wheeled according to its original design.
Motorcycles must be provided with a crane to maintain their balance while standing.
Motorcycle is only carrying the driver unless there is a seat originally designed to allow him to ride it and the motorcycle is equipped with a pedal for each passenger.
If the motorcycle is equipped with a box for riding the persons, it shall meet the following conditions:
- To be tightly fastened to the base of the bike.
- Must be equipped with appropriate adequate vibration inhibitors.
- Be carried on one wheel or more with the same conditions as motorcycle wheels.
- Its dimensions shall not exceed the prescribed dimensions of the Cargo Transport box as set forth in the following article.
- Do not be used for transferring people for money.
If the motorcycle is equipped with a box for the carriage of goods, in addition to the conditions stated in the previous article, the following dimensions shall not be exceeded in the box.
First: The Back Box:
- Not exceeding 150 cm in length.
- The width shall not exceed 120 cm.
- The length of the box should not exceed 4 meters.
Second: The side box:
- Not exceeding the length of the bike.
- The width not more than 60 cm wide.
- In both cases, the height shall not exceed 120 cm.
The height of the box shall not block the driver's vision and the balance shall be kept.
Passengers transferring vehicles "Bus"
Car Body:
It shall be manufactured according to the technical requirements of the industry in accordance with the original design of the factory produced to achieve the safety, security and comfort of passengers.
It shall be made of metal and covered with a rust proof and may be made of suitable wood or similar materials and to be reinforced with metal hinges and all screws, nuts and rivets used in steel joints and all joints shall be tight.
The long and wide bearings shall be made of steel or wood and shall be anchored to the base (chassis) at appropriate angles of the steel and the bearings shall be distributed regularly along the base.
The floor shall be made of wood or metal with suitable thickness and shall be covered with sound and heat proofing material.
The body parts of the vehicle shall be of metal angles or pipes or of wood reinforced with steel with sound metal joints distributed according to industry assets along the base and shall be attached to provisions with the casings of the floor and roof of the vehicle.
The body of the vehicle must be covered from the outside with metal panels of suitable thickness and lined from inside with metal panels, compressed wood or similar things.
Transportation vehicles
(A) The driver's cabin shall have a door for each side, at least the actual width of which is not less than 50 cm. The distance between the nearest point of the steering wheel and the headrest holder shall not be less than 35 cm and between the driver's seat and the roof of the cabin shall not be less than 85 cm per passenger. Also about 50 cm is allocated from the length of the driver's seat and 40 cm for each passenger.
In cargo cars, in exceptional cases, the presence of a fronton is allowed in the front of the trunk of the car to be firmly fixed to the floor of the box from the front side and should not be anchored in any way on the cabin. Transport vehicles that are not equipped with aspects may also be licensed, subject to the conditions of the load.
(B) Not to have been manufactured for more than ten years, including the year of manufacture.
If it is installed in the transport vehicle, cranes, machinery or equipment must be firmly anchored to the base of the vehicle and its presence or use shall not affect the balance of the vehicle during its parking or movement, especially during operation, loading or unloading and not endangering the life of its driver or those who work on it, and these devices are considered part of the vehicle and the installation shall be done by the knowledge of factories or companies specialized in this field and approved by the Ministry of Industry.
The dimensions of any transport vehicle shall not exceed its carrying capacity
(A) Length:
- For cars with two or more axles not to be more than 12 meters.
- For semi-trailer vehicles not to be more than 17 meters.
- For vehicles with trailer not to be more than 20 meters
(B) Width: 2.60 m
(C) Its high from the ground with full load is: 3.5 meters within cities, 4 meters on main roads outside cities.
(D) The axle loads of the original design shall not exceed the requirements of the General Authority for Roads and Bridges for determining the axle loads.
After the approval of the Roads and Bridges Authority and the Directorate of Facilities and Construction in the governorate, the Competent Traffic Department may authorize the operation of the vehicle if its dimensions or weight exceed the stated limits, provided that the route of the vehicle is determined in the given permit.
Joint transport vehicles
The licensing of joint transport vehicles shall be limited and allowed to be driven within the following desert governorates:
Matrouh - New Valley - Red Sea - Sinai
The vehicle must be designed for a load of at least 5 tons and the front part of the vehicle should be used for transporting people and equipped with internal seats and at least one door with a width of not more than 70 cm for passengers. The back part of the vehicle shall be made to transfer objects and has an independent entrance and shall meet the conditions prescribed for both purposes in addition to the following conditions:
(A) Length:
- To be management on all axles.
- Provide a backup fuel tank that can be connected directly to the engine of the vehicle.
Tractors
The tractor shall have two or more axles and shall not exceed the following dimensions:
- Its length with its agricultural extensions is 12 meters, while the non-agricultural extension does not exceed 25 meters
- The width is 2.5 meters
- The height of the earth is 3.5 meters
Trailers
The trailer must have one or more axles and its design should allow it to move quickly as the locomotive vehicle, and ten years should not have been passed since the date of manufacture, including the year of manufacture. All this for the first time licensed trailers.
Licensing of locally manufactured trailers is permitted provided that they are manufactured by factories approved by the Ministry of Industry.
The stated condition for trailers' straps:
If the licensed maximum trailer weight exceeds 750 kg or half the weight of the locomotive vehicle while it is empty, the trailer shall be prepared in addition to the basic strap which can be used in dragging and guiding it by an auxiliary strap of chains or metal ropes, to prevent deviation from its natural direction if the basic strap.
In the case of basic strap damaged or broken, the auxiliary strap can be used only temporarily to complete moving to the first repair center and in this case the vehicle shall travel at a very moderate speed.
Subject to the preceding provisions, an auxiliary strap made of cords or other similar materials may be used when absolutely necessary to be used. If the vehicle is towing several vehicles, such straps may be used only for one bond. Rods should remain visible day and night to facilitate detection.
The dimensions and loads of the trailers shall not exceed those stated in article no. 183 of this regulation and the load of the trailer shall be determined as stated in article no. 183 thereof.
Each trailer weighing more than 200 kg shall be supplied by a braking method that operates the service brake in the locomotive vehicle so that its impact on all wheels, and any available brake for the locomotive vehicle's driver is enough that affect at least one axle wheels if the weight of the trailer is between 1000 and 2000 kg. If the weight is between 250 and 1000 kg it is allowed to have self-braking mechanism. In all cases, there should be additional means to guarantee the stop of the trailer in case of detachment from the locomotive in the course of the movement. The trailer, whatever weight, shall be provided with the brake needed to secure the stop of the vehicle.
Semi-trailer
The provisions of the trailer shall be applied to the semi-trailer in terms of coupling, dimensions, weights and brakes
Shall be deemed as a vehicle designed to be a machine according to article no. 3 as follow:
- Pressure, digging and drilling machines and equipment
- Lifting, transferring, unloading and transport machines and equipment
- Construction and demolition machines and equipment
- Soil paving drilling and settling machines
- Road construction maintenance and accessories machines
- Road lines painting machines
- Logging equipment and machines
- Machines and equipment for presses, electric chainsaw, scales and measures
- Machines and equipment for mining and quarrying
- Machines and equipment for generating electricity, compressed air and steam equipped with additional engines
- Machinery and equipment for heating, boiling, crushing, polishing and coating
- Machines and equipment for the formation and transformation of sand and dust, stone and marble
The competent traffic department shall exempt these vehicles from certain durability and security requirements of these regulations relating to weight, dimensions, base, motor, lights, alarm machine, paint and wheels in accordance with their design, processing and purpose designed for them.
The license shall be given after the paying the prescribed tax therein. It is not permissible to allow the existence of any load on it or the existence of any passenger except the leader, and may be driven using a license not less than a second degree.
