What is meant by
The Roads:

​According to this law provisions, the roads are the public one and those which are identified by a decision from the Minister of Interior whether they are divisions, populated areas, industrial, touristic, or any other areas.​

The Relevant Traffic Department:

​It is the Governorate Traffic Department in which the demanded one accommodates.​

Rabid Transport Vehicles:

The car is a vehicle with a motor by which it is moving. There are different types of them as following:

  • Private car: for personal usage.
  • Taxi: for transporting passengers after paying cash for the whole journey.
  • Passengers' car: for transporting certain number of passengers, not less than eight.​


Slow Transport Vehicles:

The car is a vehicle with a motor by which it is moving. There are different types of them as following:

  • The cycle is a vehicle with two or more wheels moving with the power of its rider. It is used only for transporting persons and shall be used in transferring things in one condition which is to attach a box in it.
  •  The car is a vehicle used in transferring persons or things, there are different types of it as following:
  • Passengers transporting car: for transporting certain number of passengers, not less than eight.
  • The cart: pulled by animal and used for transporting persons.
  • The carriage: pulled by animal and used for transporting things.
  • The hearse: pulled by animal and used for transporting dead people.​


Private Car:

​It is prepared for personal usage.​

Taxi:

​It is prepared for transporting passengers after paying cash for the whole journey. According to the rules that are issued by the relevant governor, it shall transfer - within specific region- passengers for cash. This type is prohibited to be used in transferring people out of the permitted governorate unless by a license from the relevant traffic department. In case of breaching these rules, the license is withdrawn for 30 days, and another 30 days in case of repeating the breaching and then if repeated within 6 months the license is cancelled. ​

Passengers transporting car:

It is used for transporting certain number of passengers, not less than eight. There are different types as following:

  • Passengers' public transport vehicles (bus-trolleybus).
  • Passengers' private transport vehicles (school bus- private bus)
  • Tourist bus
  • Trip bus​


Passengers’ public transport vehicles

​It is used in transferring passengers for a definite amount of money, working in an organized way within a certain limit according to a definite route.​

Tourist bus

​It is a car used for tourism, and shall be used too to transport permitted workers according to terms and conditions that are issued by a decision from the Minister of Interior.​

Common Transport vehicle

​It is made for transporting both persons and things within the areas identified according to the Minister of Interior's decision.​

Truck

​It is made for transporting animals or cargos and other things.​

Pick-up truck

​It is made for transporting cargos and other light things that don't exceed 2000 Kilograms according to the terms and conditions identified by the Minister of Interior.​

Bulldozer

​It is a vehicle with an automatic engine. It is designed for pulling trucks, machines and other things not for putting any cargo in or transporting any persons.​

Caravan

It is a vehicle with no engine that is pulled by a bulldozer, car or any other machine. Also, the half caravan is a vehicle with no engine that a part of it is attached to the locomotive while been on the road.​​​​​

Motorcycle

​It is a vehicle with an engine that moves with two or three wheels, it is not designed with the same shape like a car. It is made for transferring persons or things and it might be attached with a box.​

Pedestrian

​Those people who are walking. According to the pedestrian provision, they are those who are pushing or pulling a cycle, a vehicle with one wheel or a patient or handicap trolley.​

The Road

​The total paved road made for public traffic from pedestrian, animal and vehicles. Also, according to the traffic law provisions application, the road is all the roads that are included in divisions, other standby or will be built group of roads.​

The Passenger

​Anyone exists in or on the vehicle but the driver.​

Carriageway

​It is the part of the road that is usually prepared for the vehicles movement.

Route

​One part of the longitude parts that the carriageway is divided into, that its width allows passing at least one line of the vehicles and motorcycles whether is defined or not by longitude signs on the road's surface.​

Crosswalk

​It is each meeting point, offset or out-of-the way on one level or more that includes the uncovered space which comes out.​

Train crossing point

​It is a crossing point within the same level between the road and the railway tracks for trains, trams or things like them.​

The Traffic Direction

​The traffic is the right side of the road in the same line with the vehicle or the pedestrian course.​

Opposite or Reverse Direction

​It is the opposite traffic direction of against that one which is used by the vehicle or the pedestrian for a specific moment.​

The Opposite Vehicle

​It is the vehicle that comes in the opposite or reverse direction against another one.​

Subsequent Traffic

​It is the vehicles' traffic route that comes along after another one with the same direction.​

The Stop

​It is the stopping of the vehicle for a specific period of time needed for moving, picking up persons, getting persons down, loading the goods or unloading them.​

The Waiting

​It is the presence of the vehicle for a specific or unspecific period of time in some place for reasons that are not mentioned in article (12) and not within the stopping cases to avoid contradiction with another user for the road, to avoid an obstacle or to apply the traffic regulations.​

The Driving Beam

​The driving beam is that one that is used to light the road for a longitude distance in front of the vehicle.

The Road Beam

​It is the light of the vehicle that is used to light the road in front of it without causing any dazzling or annoying those who are coming on the opposite way whether they are a pedestrian or vehicles.​

Position’s Beams

​It is the head and back lights that alert about the vehicle's existence and width from the front and back side and allocate its place.​

The Maximum Weight

​It is the maximum weight of the vehicle with its allowed cargo.​

The Tare Weight

​It is the vehicle's weight with its tank loaded with fuel and coolant water needed for it, beside the tools that are usually carried on board of the vehicle needed for the reform process.​

Gross Vehicle Weight (GVW)

​It is the actual weight of the vehicle with the driver and passengers inside it or the actual net weight for it.​


What are the cases of cancelling and withdrawing vehicles license, driving license and plates?
Case of vehicles license cancellations
  • If the vehicles were confiscated with no plates, other plates that are not given by the traffic department, the used plates are issued from the traffic department to another vehicle, the origin plates are exchanged with another one even if it has the same details and data or there are any changes on the details and data of the plates.

The licensing will be cancelled from the confiscation date and shall not be licensed again before three months on the licensing cancellation according to article 14 of the law.

  • Cancelling the license from the date of violation for using the vehicle before notifying the changes according to article no. 17 of the law and before finishing the technical examination.
  • Not notifying about ownership transferring and finishing all title transferring procedures through 30 days from the following day of the issuance date approval according to article no. 10 provision of law. The license shall be cancelled from the following day of the end of period according to article 19 of the law.
  • Not notifying about changing the one in charge of the vehicle according to determined date in article no. 20 of the law or ownership transferring because of death according to the determined date in article no. 21 of law.
  • Violating the conditions of giving commercial, temporary license or using it for purposes that are not determined in articles no. 25, 26 of law and articles no. 231, 233 of the regulation. This violating vehicle is deemed as if it does not have a license.
  • Taxi movement with no taxi meter authorized by the competent traffic department in governorates in which a resolution to use taxi meter is issued according to article no. 28 of law.
  • Not fulfilling taxes and fees of slow transport vehicles that are licensed for a period exceeds 3 years after the 30 days passed on the ending date of the period paid for during the license validity.
  • The provisions of the terms 1, 2, 3, 4 shall be applied on slow transport vehicles.
  • In cases stated in article no. 366 of this regulation, the driving license of the vehicle driver is cancelled as well as the license of riding bikes and wheelbarrows for the same determined period of time.
  • Repeating the same violation by taxi that working on transferring the passengers for money by going outside the determined area through going out of the allowed governorate without having the permission from the competent traffic department through the first 6 month of the first traffic violation.
  • The licensee does not notify about changing his permanent accommodation place stated in the license through 30 days from the following day of its change. Besides not fulfilling the procedures of transferring the place if the change is for another governorate with in the mentioned date.
  • When confiscating a vehicle that is not used in determined purpose in is license, it is not allowed to license it again before 30 days. And in case of perpetrating the same violation again within 6 months from the preceded action, the licensing of the vehicle is cancelled for a period that does not exceed the six month.
  • This is not applied on the owner unless he accepted to use it for any other than the set purpose in the license.
  • In case of arresting the driver perpetrates any action violating the morals in the vehicle or allows its perpetration within the year from the date of the preceded action, it is not allowed to re-license before 6 month.

The cancellation of the licensing is not done in case the owner has good intentions and for the vehicle's owner to have the license back in case he does not know about the violation.​


Cases of vehicle license forfeiture (taxi)
  • Not fulfilling the renewing procedures during the 30 days after the license expiry date despite of paying the determined taxes and fees for renewing before the passing of 30 days.

The license will be forfeiture till fulfilling all the renewing procedures according to article no. 24 of the law.

  • When the same taxi is confiscated with a fault in its meter through a year from being confiscated for the first time, and the license forfeiture for 30 days as well as the taxi meter shall be set according to article no. 3/ 28 of the law.        
  • When confiscating the vehicle with no durability and security conditions, the license forfeiture will last till fulfilling those conditions according to article no. 33 of the law.
  •  When stopping any vehicle's driver while perpetrating or allowing anti- moral public action in the vehicle, the license forfeiture will be for 90 days from the withdrawal day according to article no. 72 of the law.
  • For the owner of the vehicle to take back the vehicle's license if he knows nothing about the incident.
  • Regulations of terms no. 1, 2, 4, 5, and 7 are applied on slow transport vehicles.
  • When a taxi that working on transferring the passengers for money by going outside the determined area through going out of the allowed governorate without having the permission from the competent traffic department. The license forfeiture will be for 30 days.

When confiscating the vehicle that is driven by a person who doesn't have a license or was having one and it was cancelled. Also if the vehicle was confiscated driven by a person whose license was forfeiture or cancelled, or a person who is authorized by a license that shall not enable him to drive the vehicle that he was stopped while driving it. This license forfeiture period doesn't exceed 90 days and for the vehicle owner to take back the vehicle's license if he has no information about the incident.​


Cases of suspending number plates:

​The licensed vehicle shall not be driven without its number plate, using number plate unless for the authorized vehicle, number plate exchanging or data changing or the original and used number plate will be administratively suspended and the insurance cost of the number plate will be gone to the state. In all those cases, the vehicle license will be cancelled from the withdrawal date besides the driver license. The licensing shall not be done again for the vehicle or its driver unless after 3 months of the licensing cancellation.​

Cases of cancelling driving license:
  • The licensing will be cancelled from the withdrawal date and shall not be licensed again before the passing of 3 months from the license cancellation, when the vehicle is confiscated driven without its number plate or with any other one but that is given to from the traffic department even if the used number plate was issued from the traffic department to another vehicle or was exchanged with another one with the same data or changes were done on its data according to article no. 14 of the  law. 
  • When the vehicle is confiscated on the public road after suspending its plate number according to article no. 15 of the law, and authorizing cancellation will be started from the withdrawal date.
  • Not informing about changing the accommodation place stated in the license to another governorate through 30 days from the following day of the changing process, beside not applying the request of transferring record for the license in the new governorate traffic department and fulfilling all record transferring procedures through the above mentioned period according to article no. 38 of the law.
  • When arrest the vehicle's driver driving his own vehicle while he is under the effect of alcohol or drugs through the same year of perpetrating the same action. Also when he refuses the medical examination or resort to escape in case of being suspected for his case and writing medical examination report or to refer him to medical examination whenever he has perpetrated the same action through one year.

In that case, the license forfeiture will be for six month, and if he repeats the same action again it will be permanently and it is not allowed to re-license before at least one year from the withdrawal.

  • The regulation of this article is applied on driving license of slow transportation vehicles and in case it is applied on bicycles and hand vehicles the vehicle's license is cancelled.
  • When confiscating a vehicle that is not used in determined purpose in the license, it is not allowed to give back the driver's license again before 30 days. And in case of perpetrating the same violation again within 6 months from the preceded action, the driver's license is cancelled for a period that does not exceed the six month.
  • In case of arresting the driver perpetrates any action violating the morals in the vehicle or allows its perpetration within year from the date of the preceded action and it is not allowed to re-license before 6 month.
  • When confiscating the vehicle is driven on the road without licensing and it is not allowed to give the license back before three months.
  • In case that the driver perpetrates again one of violations stipulated in articles 28, 70 and 72 bias of this law through one year of perpetrating the same action, and it is not allowed to give him another license before one year of the cancellation.​


Cases of license withdrawal:
  • ​​According to article no. 66 of law, the license is withdrawn for 90 days, when arresting the vehicle's driver for the first time driving his own vehicle while he is under the effect of alcohol or drugs, also when he refuses the medical examination or resorts to escape when it is decided to examine him medically or to refer him to medical examination for being suspected to be under the effect of alcohol or drugs according to article no. 66 of law, the license is withdrawn for 90 days.
  • In case of arresting the driver perpetrates any action violating the morals in the vehicle or allows its perpetration, the license will be withdrawn for a period that doesn't exceed 90 days exactly from the arresting day.
  • The regulation of the terms no. 1, 2 of this article are applied on the driving license of slow transportation vehicle and when the caused action is perpetrated from bicycle rider or hand vehicle, and so the vehicle's license will be withdrawn for the same period of time that is decided for the driving license.
  • In case of repeating the confiscation of a cab with faults in its meter through 6 months, the driving license shall be administratively withdrawn for 30 days.
  • Any driver for an authorized taxi with or without a meter with no reason refuses to transfer passengers, activate the meter, having money more than the determine one, transferring many passengers that exceed the decided limit or to pick up passengers from the not waiting places specified for taxi vehicles with no meter. The driving license will be withdrawn for 30 days and if he perpetrates any of those actions through 6 months from the previous confiscation date, his driving license will be withdrawn for 90 days.
  • Every driver of a vehicle causes pollution of the road by dumping any waste, building debris or any other objects. Anyone who drives a vehicle on the road produces disturbing sounds, emits heavy smoke, foul smells, luggage flies from it, or ignites flammable or harmful substances to public health or affects the validity of the road, luggage flies from it which can affect the security of the road or causes dangers or affect badly who are going to use it. And the withdrawal shall be for a period not less than thirty days and not more than sixty days. If the driver of the vehicle commits the same act again within three months from the date of the previous act, his driving license shall be withdrawal for ninety days, in case of returning to the same act for a third time within six months of committing the second act, the driver's license is withdrawn for one year.



What are the scheduled speeds?
Speed within cities, industrial and agricultural clusters:

Subject to the provisions of these Regulations, the maximum speed of the rabid transport vehicles on the highway when the appropriate conditions are available as follows:

Within cities:

  • 40 Km per hour for tractors, trailers and semitrailers. 
  • 60 kilometers per hour for other vehicles' types.

Within the residential, industrial and tourist communities:

  • 40 kilometers for all types of vehicles

Highway or main roads that linking the governorates, which affiliated to the localities or the General Authority for Roads and Bridges:

  • 60 kilometers per hour for Tractor Trailer and cars of semi-trailer type (Semi-trailer).
  • 70 kilometers per hour for transport vehicles 
  • 80 kilometers per hour for passenger cars 
  • 90 kilometers per hour for other types of cars 

Desert Roads

Cairo / Alexandria - Cairo / Ismailia / Port Said - Cairo / Suez - Cairo / Belbeis - Alexandria / Matrouh / Salloum - Cairo / Fayoum - Wadi El Natroun / Alamein

  • 70 kilometers per hour for trailers and cars of semi-trailer type Semi-trailer. 
  • 80 kilometers per hour for transportation vehicles. 
  • 90 kilometers per hour for passenger cars. 
  • 100 kilometers per hour for other types of cars. 

Minimum speed of rabid transport vehicles

The minimum speed of rabid transport vehicles within cities is 15 kilometers per hour and outside cities is 30 kilometers per hour. However, agricultural tractors allowed speed is at a minimum of 10 kilometers per hour at the maximum right side of the road.​



What documents are required to obtain a driving license? (General cases)
In General:

Application form for acquiring (or renewing) a driving license shall include the following:

Proof of identity - Place of residence - Title - Ownership of the vehicle Requested license - Certificate of fulfillment of fines awarded for violation of the provisions of the law from the competent authority (renewal) Compulsory vehicle accident insurance document - Technical examination request - Certificate of validity of the fire device – (technical examination of private cars, motorcycle, agricultural tractors and machines) - payment of taxes - fees for issuing the insured license


Proof of identity:

For proving the identity of the applicant for the license, the following documents shall be presented: 

  • National ID card issued in accordance with the Civil Status Law. 
  • Passport. 
  • For foreigners, a document from the aforementioned ones or residence card issued by the Immigration, Travel and Nationality Documents Authority. 
  • Military card for armed men and policemen when there is no personal or family card. 


Residence:

The residence of the vehicle's owner may be proven by presenting the following documents: 

  • National ID card
  • Passport
  • Military card for men of the armed forces in the absence of a personal or family card or national ID one.
  • If there are many places of residence, then the stated one in the ID card or family card is the valid one. However, other place may be considered valid too if there is a serious proof with any official document accepted by the competent traffic department. In this case, the accommodation place stated in the ID and the other one shall be referred herein the vehicle's file and the license.
  • For the legal persons, the commercial register of the headquarters or its branches shall be presented, and for the official bodies, the commercial register of the authorized headquarters of the state bodies or branches shall be presented. ​


The license applicant status:

For proving the license applicant's status, the following shall be accepted

  • If the license applicant is a natural guardian of the owner of the vehicle, it is enough to approve and present the family card to which the owner is included.
  • If the applicant for the license is a husband of the owner, it is enough to approve the application for the license before the competent employee after presenting the family card confirming the marriage.
  • If the applicant is a guardian, a trustee, a judicial assistant, a judicial guard or a bankruptcy trustee, he or she shall present the needed document in which his/her status is stated.
  • If the applicant for the license is an agent of the vehicle's owner, he shall submit his authorization document issued directly by the owner, with an approval signature certified from one of the competent documentation offices. The issued authorization document is not accepted but from the owner of the vehicle which licensed in his name.
  • If the vehicle is a multiple-owned vehicle, the license application shall be submitted by the chosen one among them or others. The license application shall be accompanied by their approval signatures certified from one of the authentication offices or from the head of the traffic department in which the license is authorized or the appointed one to him.​


Ownership of the license vehicle

The following documents shall be accepted in proving ownership of the vehicle​ 

  • The document including the purchase contract that is issued by the manufacturer or from one of the vehicles sales agencies registered as such in the commercial register and approved by the traffic departments.
  • The document including the signed contract in which seller's signature is certified by one of the competent documentation offices.
  • A copy of the final judgment sentence regarding the ownership of the vehicle or the judgment issued by the conflicted owners who agreed on placing the vehicle under the agreement custody and who they choose as guardian. The issued judgment confirming the validity of the contract on the basis of the decision of the parties must be accompanied by the bond that gave ownership of the vehicle to the seller, fulfilling one of the terms stated among other ones.
  • The issued judgment with the certainty of inheritance and inheritance survey report if the reason for the devolution of the vehicle is the inheritance, but if it was for the testament, he shall submit the death certificate and the testament document and if the legacy's value is small, it is enough to present the issued verdict of the inheritance certainty attached to the heirs approval of the chosen one who is responsible for the vehicle with their certified signatures from the competent traffic department.
  • The document of any contract or other legal act proving the transfer of ownership of the vehicle (such as a gift contract or establishing a company contract, liquidation of a company, liquidation of bankruptcy ...).
  • For vehicles coming from abroad for the first time, it is only enough the customs declaration of the vehicle in which the name of the owner is stated.
  • The conveyance bond issued by government departments, public bodies, public institutions and public sector units in respect of their used vehicles or essential parts of the vehicle, if this document includes the endorsement of those entities that they cannot reach their source and the fact that they have not been licensed before and their full liability, proving that the vehicle or the substantive part is technically valid for use.​
Compulsory insurance document for the accidents of the vehicles

​If the technical examination proves the validity of the vehicle, the license applicant shall submit a vehicle insurance document against accidents in accordance with the relevant law, and shall pay the prescribed taxes and fees. The license shall be released on the form prepared in light of the data received in the license application and the technical examination form and after checking that there is nothing prevents the licensing.  
The license shall be issued to the applicant with the metal plates once the procedures are finished and after fulfilling all other conditions that are required to be available in the vehicle such as the data that must be written from abroad or must be available within it (e.g. in taxi vehicles).​​​

Technical examination request:

​The application for the license and the documents referred to in article 210 of this regulation shall be accompanied by a request for technical examination on Form 101, and the value of the technical examination shall be two pounds. 
The technical examination shall be carried out by a technical committee appointed by the head of the competent traffic department or by his deputy and under his supervision. The General Directorate of Traffic shall inspect any vehicle if necessary if the concerned person submits this and may also instruct the nearest traffic department to perform the technical examination of the vehicle at the request of the owner. 
The Committee shall verify the conformity of the license application data and the technical examination form. The examination includes trying the vehicle and its equipment to verify compliance with the conditions required according to the provisions of the law and this regulation, especially in terms of fulfilling the conditions of durability, security and healthy environment beside others.​

Fire extinguishing device certificate
  • Each vehicle shall be provided with fire extinguishers that conform to the Egyptian Standard No. 734 of 1992 without being bound by a specific trade name and shall be valid for use and accessible to the driver and passengers, and to provide those devices' types in the driving licenses of the vehicles.

Each vehicle shall be equipped with the necessary fire extinguishers according to its type as follows:
A) Specialized transport vehicles intended for the transport of liquid gases, petroleum liquids and other transport vehicles and tractors with non-agricultural trailers 
2 a. b. c dry powder extinguishers, not less than 6 kg 
B) pick-up vehicles and vehicles that do not carry more than 3 tons, a. b. c dry powder extinguisher, and not less than 6 kg 
C) Passenger cars (bus), 2 Dry powder extinguishers, not less than 6 kg 
D) private cars, taxi, transport of dead people and agricultural tractors.

A dry powder extinguishing device of a. b. c shall not be less than 1 kg. Also, it is referred to the competent traffic department for choosing other types of the aforementioned fire extinguishers that comes with cars imported from abroad. The fire extinguisher shall be inspected at the first time of licensing and at each technical examination of the vehicle for making sure of its validity for use. After the examination, the competent traffic department shall issue a certificate of validity for the device after paying one pound as a cost of the certificate.​

Technical examination of private vehicles, motorcycle, tractors and machinery

​Technical examination shall be carried out every three years for private cars, motorcycles, agricultural tractors and vehicles designed to be machines in accordance with article no.30 of the law and what is stated in article no. 191 of this regulation. ​

Taxes:

1. Taxes on rabid transport vehicles

(A) The imposed taxes for the vehicles set forth shall be as follows if the fuel used in the management of its engine is pure:

  • 15 pounds per year for cars with a capacity of engines of 1000 cm 3 
  • 18 pounds per year for cars with an engine capacity of 1000 cm 3 and not more than 1300 cm 3 
  • 30 pounds per year for cars whose engine capacity exceeds 1300 cm 3 and does not exceed 1600 cm 3 
  • 50 pounds per year for cars whose engine capacity exceeds 1600 cm 3 and not more than 2000 cm 3 
  • 90 pounds per year for cars whose capacity exceeds 2500 cm 3 

(B) The commercial license taxes shall be fifty pounds (50 LE) annually and one pound (1 LE) per day for the temporary license taxes.

(C) The taxes shall be two pounds (2 LE) per year on the single tractor or that agricultural tractor trailer, and for each wheeled vehicle that is drove on the roads and not intended for transporting persons or objects.

(D) Trailer taxes. These taxes shall be calculated annually for the trailers shown below as follows:

(B) For each Kg of the weight of trailers not designed for transferring goods and supplies and fitted with winch, machinery or devices with a complete unit

(C) An increase with 50% of the taxes to be paid for (private cars) and trailers vehicles (caravan) attached to private cars, taxis and passenger transporting cars, except for students' transport and a motorcycle which is not intended for the carriage of goods and objects. The proceeds of this increase shall be transferred to the General Treasury.

 

2- Taxes of slow transport vehicles

These taxes shall be annually as follows:​

The insured license issuing fees

The competent traffic department shall issue these licenses in accordance with the attached form for an amount not exceeding five pounds. The licensee shall notify the competent traffic department when changing his place of residence fixed in the license related to the district within thirty days from the day following the date of the change. He shall submit to the competent traffic department a valid certificate which proving his new residence according to the article no. 212 of this regulation to be stated in the license. 



What are the driving rules and manners?
General regulations

Every road user must pay their utmost attention and caution while driving. Their driving should harm other or put them in danger or consequently hurdle others or bother them longer than it should take.​


Riding and using vehicle and animals

​Any kind of toeing, carrying or riding animals whether single or a group must have a leader/ rider or enough riders to keep them under control.

It is not allowed to leave them on the road unattended unless they are tied down to prevent them from moving.​


Driving rules

Every driver must stick to the right lane especially in the following cases:

  • If the vehicle speed is much lower than the maximum speed limit designated for this road.
  • When the vision isn't clear on the road.
  • In case of another vehicle coming of the same road in the opposite direction.
  • If you allow the rear vehicles to go ahead of your vehicle.
  • If you are taking another road on the right.​


Safety distances

​Every driver must keep enough distance from the front vehicle to enable stopping in case of decreased speed and pay attention to the driver's signals. The front vehicle driver must not use the brakes abruptly unless necessary. Low speed vehicles, trucks and other vehicles with more than 7 meters of height must keep a vehicle distance from the front vehicle to give room for another to drive in between; this is not applicable if the vehicle itself announced or started to skip or if the road is divided into more than one lane and also on no skipping areas.​

Two-way roads

​Every driver must take right if a vehicle is coming on the opposite side to leave enough room on the left side allowing the opposite vehicle to pass. If it is not possible to take right because of a road obstacle or other road users, the driver must slow down or stop if they must to until the opposite driver passes.​

Passing

​​Always pass from the left side lane and only if have a complete and clear vision of the road and confirming that there are no obstacles or danger until passing is done.

Every driver must regard the following before changing lanes

A- The rear vehicle driver has not started or signaled passing your vehicle.

B- The front vehicle driver did not signal his own passing

C- the lane you're about to change to is clear so that you do not obstruct the traffic on the opposite direction or form any danger; keep your speed in mind in comparison to the drivers you are trying to pass.

D- Make sure to use directional signals in the right time and confirm the drivers you are passing are aware of the change.

E- When passing keep enough distance from the vehicle you are passing especially on the sides.


Speed

Drivers must not exceed speed limits that keep them in control over the vehicle. Must also keep their speed compatible to traffic flow, vision, weather condition, their personal conditions and conditions of passengers on board and vehicle states, vehicle load, and all surrounding conditions. Driver's speed must not exceed a limit where they could stop flexibly on the road. As for the narrowing roads where the opposite traffic can be compromised due to high speeds, drivers should slow down to enable them from stopping mid road.​


Intersections and passing priorities
  • Drivers coming out from side streets on to main streets or from unpaved to paved streets must get ready to merge on the main street and not start to merge until sure that traffic is not compromised.
  • In intersections not governed or regulated by a traffic officer, lights, or traffic signs priorities should be as follow:

A- Vehicles that have entered the intersection.

B- Vehicles coming from main road intersection with a sub street.

C- Vehicles coming from the right side regardless of their type in comparison to the opposite car when crossing equally vital intersections.

D- Cars as opposed to other types of vehicles.

E- Vehicles on rails have priority of the road with respect to the provisions of article (55) of this list.

F- Carriages and bicycles have the priority over slow vehicles.


Stopping
  • ​Vehicles must not stop in non-parking areas only to board or let passengers off or to load/ unload and only in other times and area where stopping is clearly not allowed.
  • Gradually stop so that the traffic is not obstructed on the process after giving indicating signals whether light or extending the hand. Every driver must park their vehicles or animals on the parallel to the very right side of the road unless otherwise is required.


Signals
  • ​On roads provided with light or not provided, every driver must use their vehicle lights at night (between sunset and sunrise) Also during daytime when vision is not clear due to fog, thunder, heavy rain or passing through a tunnel or any reason that will make your vehicle not visible unless you use the vehicle lights.
  • When stopping on the road at night and vision is not clear, every driver must use the required indicating lights and the reflective warning sign.


Vehicle load
  • ​Loading and unloading vehicles on the roads must only be occasional and crucial and it must then be done swiftly and without compromising the road or pedestrians or obstructing traffic flow.
  • The competent police station has the authority, when necessary, to give a permit that allows loading and unloading in specific areas in the times they decide.
  • The attire of any of these drivers must be clean and the competent police station, after consulting with the competent local counsel, the right to specify and attire for them.
  • Taxi must be maintained at all times with enough fuel and water. Horse carriages and animal must be in good shape without compromising the roads.
  • In both cases a driver should not drive either on the road unless the      requirements are met; driving indicates the validity of the vehicle.


Taxi
  • Taxi and horse carriages must be clean at all times.
  • Either vehicle driver's attire must be clean and the competent police station, after consulting with the competent local counsel, the right to specify and attire for them.
  • Taxi must be maintained at all times with enough fuel and water. Horse carriages and animal must be in good shape without compromising the roads.


Bicycles
  • Ascending or descending a bike must be from the road right side; a bike rider must decrease the speed at intersections and road turns.
  • It is prohibited on a bike rider without having both hands on the handler unless giving hand signals.


Rules for pedestrians
  • Pedestrians must walk on the sidewalk, when available, at all times; they must not walk on the roads or bike designated lanes.
  • If sidewalks are not available pedestrians must walk on the far left side of the road against the traffic flow and it is also permissible to walk on the far right side of the road in the same directions of the traffic flow as long as they confirm their safety from the vehicles.
  • When walking on roads outside cities, they must yield the side of the road opposite to their direction in a single line whenever possible this excludes authorized parades that should walk on the right side of the road in the same direction of the traffic flow; this is also applicable if the pedestrian is pushing a cart or anything else.


Driver behavior towards pedestrians
  • Drivers must not compromise pedestrians on sidewalks, road sides or on roads and should stop if they must to avoid disturbing road users.
  • When approaching a pedestrian passage, a driver must slow down indicated by zebra lines where traffic is regulating by traffic lights or officer. If the road is closed, driver must stop before the lines and when the road is open again, driver must wait until the passage is clear of pedestrians who started walking before the road was opened.  



What are the different types of licenses and the needed documents to get them?
The documents needed to get a driving license
  • ​The application form needed to get a license and submit it to the specialized department.
  • What proves (the applicant ID- accommodation place- the age)

  • The medical fitness to get driving license (classes 3,2,1- underground or tram- police- for test)

  • The applicant success in the technical test (the exemption from the technical test)

  • Paying the prescribed fees
  • Fulfilling all the imposed fines for breaking the law (in case of renewing the license)
  • According to the driving licenses (classes 3,2,1- underground or tram- for test), there must be an application beside all the aforementioned.
  • Different types of private driving licenses (for  test- temporary for learning- military one- police one)


Types of driving license for Rabid Transport Vehicles

​No one shall get more than one license from those stated in this article, but those who are permitted according to the terms from (5) to (12) of the same article, as they can get another one from a different type.​

Types of driving license:

1- Private driving license:

It is an official document permitting its owner, whose profession is not driving, to drive a private car, and a taxi affiliated to the tourism transportation and the tractor for personal usage, beside the light transport cars that their net weight doesn't exceed 2000 kilograms.

2- Class 3 driving license:

It is an official document permitting its owner, whose profession is driving, to drive taxi cabs, buses with 17 passengers as a maximum number, in addition to the listed cars in the aforementioned article.

3- Class 2 driving license:

It is an official document permitting its owner to drive taxi cabs, buses with 17 passengers and above to 26 ones, trucks, heavy materials in addition to the listed cars in the above aforementioned article.

It is not expired unless after at least 3 years from the date of issuance of the license mentioned in article (2).

4- Class 1 driving license:

It an official document permitting its owner to drive all types of cars, It is not expired unless after at least 3 years from the date of issuance of the license mentioned in article (3).

5- Tractor driving license:

It is an official document permitting its owner to drive a singular tractor or a tractor-trailer.  ​

6- Underground or tram driving license:

It is an official document permitting its owner to drive undergrounds or trams.

7- Private motorcycle driving license:

It is an official document permitting its owner, whose profession is not driving, to drive motorcycle.

8- Cancelled

9- Cancelled

10- Military driving license:

It is an official document permitting its owner to drive the military's vehicles only. It is given to the armed forces personnel by their affiliated authorities according to the terms and conditions identified by the Minister of Interior in agreement with Minister of War.

11- Police driving license:

It is an official document permitting its owner to drive police vehicles only. It is given to police personnel according to the terms and conditions identified by the Minister of Interior.

12- Test driving license:

It is an official document permitting to those who are mandated to test the validity of rabid transportation vehicles.

13- Temporary driving license for learning:

It is an official document given to those who want to drive vehicles.

Driving license shall be given due to the following terms that shall be existed in the license applicant:

  • The applicant shall not be less than 18 years old according to the licenses stated in paragraphs (1), (7) of the aforementioned article, beside the learning license needed to be had. Also the applicant shall be 21 years old according to the licenses stated in paragraphs (2), (3), (4), (5), (6), (12) of the aforementioned article, beside the learning license needed to have it.
  • The applicant shall has the physical fitness needed for driving like physical well-being, sight, and free from disabilities that may make him/her unable to drive.
  • The applicant shall have any educational certificate or illiteracy certificate issued from General Authority for Literacy and Adult Education.
  • Passing the technical test in driving and traffic rules and morals, after paying the test fees which is identified by the executive regulations and the dues cases.
  • The applicant shall not be convicted before with a criminal sanction, an offence against honor, honesty, or any other crime that has been stated in law no. 182 for 1960 in combating drugs, organizing their usage or trafficking, or has been penalized for driving  vehicles under the influence of alcohol or drugs, unless the penalty has been executed 3 years ago, expiry of the prescriptive according to the time-barred, or the verdict includes reprieve of the penalty, according to the license stated in paragraphs (2), (3), (4), (6), (12) of the aforementioned article
  • The Minister of Justice organizes in agreement with the Minister of Interior the needed procedures to notify the General Department of Traffic with the absolute decrees issued concerning those crimes.
  • According to the executive regulations, driving license giving procedures and attached documents are organized to check the availability of the needed conditions, also determining the needed forms for licensing and outlining the system, terms and conditions for having a license as being stated in paragraphs (12), (13) of the aforementioned article. Also, organizing the licensing of driving for handicapped and type of vehicles that are allowed for them to drive and their terms according to the technical design. Also, set the needed terms of having the license for those released from the penalized institutions rehabilitation system without being restricted to regulations of paragraph (5) of this article or the second paragraph of the article no. (36).
  • It is allowed to withhold (refrain) giving the driving license for those who have been convicted in murder crime or causing injury by accident because of driving a vehicle through years of implementing the penalty or expiry of prescriptive for time-barred or from the sentence issuance date if it was accompanied with reprieving of the penalty. If the applicant is sentenced again for committing one of the two mentioned crimes in the previous paragraph through 3 years, he/she shall not have the driving license unless after the 3 years counted as above mentioned.

The validity of license

The validity of the stated license in article (34) of this law as following:

  • 10 years according to paragraph (1).
  • 5 years according to paragraphs (5, 7, 12).
  • 3 years according to paragraphs (2, 3, 4, 6).
  • 6 months according to paragraph (13).
  • The service duration according to paragraphs (10, 11).

The license shall be renewed through 30 days following its expiry date, under the availability of the needed terms and conditions to give the license except paragraph no. (4) from article no. (35) of this law.  ​


The applicant personality

To prove the applicant personality, the following documents are needed:

  • Personal or family card or the issued ID according to Civil Status Law.
  • Passport.
  •   For the foreigners, one of aforementioned documents if exists or the residence card issued from the Travel Document, Immigration and Nationality Department.
  • Military card for the armed forces men and police officers in case there is no personal or family card.

To prove the accommodation place of the vehicle's owner, the following documents are needed:

  • Personal or family card or ID.
  • Passport
  • Military card for the armed forces men in case there is no personal or family card or ID.
  • In case there are more than one accommodation place, the fixed one mentioned in the ID or family card is the used one. At the same time, the other accommodation place might be taken into consideration if there is serious evidence within an official document accepted by the competent traffic department and in this case it shall be stated within the vehicle's file and license beside the original one.
  • For the legal entities, the commercial register for the head quarter or its branches. For the official device, the accredited head quarter for the state's devices or their branches.

To prove the description of the license applicant, the following document shall be applied:

  • If the license applicant is the vehicle owner natural guardian, it is enough to prove this and present the family card in which the owner is stated in.
  • If the license applicant is the owner husband, it is enough to approve on the requesting  license in front of the specialized employee after presenting the family card in which the wife is stated in.
  • If the license applicant is a guardian, custodian, judicial assistant, judicial guardian or bankruptcy trustee, he must apply the document which refers to his status.
  •  If the license applicant is acting for the vehicle's owner, he shall present an acting document issued to him directly by the owner himself which is ratified through one of the specialized notary offices, and no other acting document accepted but the one which the license of the vehicle is registered by his name.
  • If the vehicle is owned by many individuals, they chose one of them or others to present the licensing request and attach with it their approval for choosing him ratified within one of the notary offices, the chief of the traffic department in which the licensing is requested or a person appointed by the latter.


Accommodation place

​The provisions of article 211 of this regulation are applied to prove the license applicant personality, but for the accommodation place stated in personal or family card, ID, passport or the military card for the armed forces men to have the driving license which is stated in article 34 of law.

The applicant age

​The driving license applicant age is proved by the personal or family card, ID, birth certificate or an official extract from it.​

The medical fitness needed for extracting driving license (private- tractor- private motorcycle)

The medical fitness is proved for any of the driving license applicant as stipulated in terms no. 1, 5, and 7 of article no. 34 from the law with two medical certificates. 

  1. One issued from the doctor in which he stated the physical and hearing fitness, beside that the applicant is not having any kind of impairments  that might affect his/ her normal driving,  blood type, and whether the applicant suffers from hypoacusis. So this certificate must include the ability to differentiate between med-power sounds till 90 sound volume unit whether by using earphones or not. 
  2. The other certificate issued by eyes- doctor including the case of the eye sight and degree of vision. The certificate shall include the doctor's ratification that there is nothing in the eyes which might affect the vision safety.

The vision degree shall not be less than 12/6 in one of the eyes and the other one 36/6 or 18/6 in both eyes. The vision degree might be less than the aforementioned percentages by the approval of the specialized medical commission, and in this case it is allowed to use medical eye glasses but with the condition of intra optic safety.​


Medical fitness for the following types of driving license (the third- the second- the first- underground or tram- police- for trial)

The medical commission in the governorate is specialized in applying the medical examination on the applicant for one of the license stated in terms 2, 3, 4, 6, 11, 12 of article no. 34 of the law and to redo the medical examination on him again.

The medical commission decision is not applicable in case the license procedures are not finished within three month from the examination date of the medical fitness.

When renew all types of driving license stipulated in article no. 34 of this law, it is a condition to state the medical fitness determined according to the license type.

For police station to refer the licensee for one of the license stipulated in article no. 34 of this law but those in terms 10, 11 to the medical commission for applying the medical examination whenever it is necessary during the license period.    ​


Educational certificate

​It is one of the terms for the applicant of one of the licenses stipulated in article no. 34 of this law, to have certificate of finishing the educational stage or literacy certificate issued from the public institution for literacy and adult education.​

Technical test

The applicant is tested technically by a committee includes one of the traffic department specialized police officer and the cars engineer, after passing the belonged physical fitness and satisfying other terms and conditions, on a certified sample which includes a personal photo for the applicant and stamped by the department stamp that has the state's sign. This test includes driving the vehicle which the applicant wants to have license for, also the traffic rules, morals, traffic lights and signs.

The applicant is tested technically as following:

First: the test started by testing the applicant orally on the traffic rules and morals, especially on the signs, traffic lights and primary principals of cars mechanics. For the third degree license applicant, the test will be about his knowledge about the governorate geography in which he lives, the traffic directions, places and public, vital and archeological installments.

If he doesn't pass this test, he will not be allowed to have the practical test and will be counted as one of the test numbers.

Second: if the applicant passes the oral test, he will go through the practical one and the test committee will set the practical test plan on the roads which includes the following steps:

  • Turn on the engine and move on a straight line then a U-Turn one.
  • Stopping in normal and emergency cases.
  • Passing another vehicle and meeting it on one road and crossing ones.
  • Turning right and left in crossroads.
  • Passing crossroads.
  • Making the right signs on the right time to inform about any amendments in moving by using hands or lights.
  •  Being committed to the signs, marks and lines for organizing traffic and also other vehicles drivers signs, beside how much the attention to instructions and orders of traffic police officers.
  • Moving backwards with the vehicles.
  • Moving around within a limited area of the road.
  • Waiting between vehicles.
  • Parking in the slopes.
  • Taking into consideration the test place including types of roads, crossroads, slopes, round edges, traffic lights, barriers, obstacles and other traffic artificial impediments.

Third: the committee determines a specific route for the applicant and gives for each movement, sign, changes in speed, start to move, stop, wait, or move…….etc. a specific degree and considered a failure each applicant that doesn't have 80% of the total degree.​


Exemption from the technical test

​The applicant is exempted from the conditions of the technical test stated in law and regulation if he has a military or a police license after the ending date of the service and that is for the equivalent one of the original license. The period of its usage is counted according to the one stated in article no. 34 of the law.​

Fees of issuing insured licenses

After the license applicant passes and fulfills all the licensing conditions, he/she has the required license on the prepared sample after verifying that there is no reason for objecting the license.

The license is documented with a serial number for each type in the competent traffic department. The competent traffic department has the right to issue those insured licenses according to the attached sample for maximum 10 EGP and for the tractor with no bulldozer owner may drive it with a private driving license.​


Paying the stipulated fees

Rabid Transport Vehicles driving license fees

Driving licenses fees and renewing them shall be as follow:

Certificate of fulfilling the fees imposed for violating law (in case of renewing)

The renewing of driving licenses stipulated in article no. 34 of this law shall be within 30 days after the expiry date, and in each time of renewing the license the needed conditions shall be fulfilled to have the license except for term no. 4 of article 35 of this law.

If the renewing procedures of the license stipulated in terms 2, 3, 4, 6, 12 of the law, hadn't been finished through the aforementioned 30 days for out of the hand reasons of the applicant, and he started taking the renewing procedures in a suitable time before the legal period expiry date, it is allowed in this case to have a temporary permit on the paradigm till finishing the license procedures.​


For the (third- second- first- metro or tram- trial) driving license, the following shall be presented

​For those who have the stipulated driving license in terms 2, 3, 4, 6, 12 of the article no. 34 of law in addition to what is stipulated in the preceded article: to present criminal record, and it is enough for those who are working in government, local administration units, public sector or one of its branches to present a certificate from the service file clarifies that the applicant has no previous criminal record. Also those applicants shall present the approval of their work place for renewing the driving license which shows his membership in one of the labor unions or their branches.​

Special types of driving license for trial

​Driving license for trial is given to those who are mandated to test the vehicle's validity for trying it by those who are working in government, public institutions or public authorities and their branches working in making and repairing rabid transport vehicles, also companies and units of private sector working in the same field if they were recorded in the commercial register with this feature. The applicant must be a member in engineering profession union (automobile mechanics) or one of the engineers' assistants in addition to the stipulated conditions in article 35 of the law, and also shall present an approval from his work place for having the mentioned license and to fulfill all the licensing procedures stated in this regulation then technically tested in driving transport vehicles with more than two axes.      ​

Special types of temporary driving license for learning

To have a temporary driving license for learning, it is required to have the following:

  • For having a driving license of a private car, the applicant shall fulfill the stipulated conditions in terms 1, 2, 3 of article no. 35 of law besides finishing all the procedures stipulated in articles no. 248, 251 of this regulation.
  • For having a third degree license: the applicant shall fulfill the stipulated conditions in terms 1, 2, 3 of article no. 35 of law besides finishing all the procedures stipulated in articles no. 248, 253 of this regulation.
  • For having a second degree license: the applicant shall have a valid third degree driving license and it has been three years at least since he had the license.

The application of temporary driving license for learning is presented with the model prepared for that, then having it after checking that the needed conditions stipulated in law and in this regulation are available after paying the stipulated fees. In the license, there is the name of licensee, his age and his accommodation place besides attaching a photo with the traffic department seal that has the state's slogan, also it is mentioned in the license the center name or the driving school and the instructor name and his license number after having his approval. Also, within the license there are the teaching places and it shall not be in crowded places related to the determined ones by traffic departments in the license.​

Special types of military driving license

​Military driving license are given to armed forces individuals by the competent authorities on the conditions that the applicant age shall not be less than 18 years old and to prove his physical fitness medically according to the criteria stated in this regulation after passing the technical test in driving rabid transport vehicles, traffic rules, morals, ethics, lights and signs by the competent military committee. The licensee shall only drive the military vehicle and he has the license according to the authorized model attaching his personal photo on it.​

Special types of police driving license

​Police driving license are given to police individuals and second-class recruited men by the competent authorities on the condition that the applicant age shall not be less than 18 years old and to present the needed application to have the license according to the prepared sample in traffic department and attaching the approval of his work entity after proving his physical fitness medically according to the criteria stated in this regulation after passing the technical test in driving rabid transport vehicles, traffic rules, morals, ethics, lights and signs in traffic departments and other competent committee in the ministry of interior. The licensee shall only drive the police vehicle and he has the license according to the authorized model attaching his personal photo on it.​


What documents are required to obtain a driving license? (Special Cases)
License and commercial plate numbers

The license and the commercial plates shall be provided according to the circumstances set forth in article no. 25 of the Law and shall be used for achieving one of the following purposes: 

  • The transfer of the vehicle from the place of arrival or the factory to the commercial shop.
  • Trying the vehicle in front of the buyer.
  • Trying the vehicle after repairing it.
  • Transfer the vehicle to the traffic department for licensing.
  • Transferring the vehicle to the place of repair.
  • Transfer of the vehicle from the traffic department to the place determined by the license applicant in case of failure to complete the licensing procedures.

License and temporary plate numbers

Temporary licenses and metal plates may be provided in the cases specified in article no. 26 of the law, as well as in the cases set out in article no. 231 of these regulations after submitting a request with the prepared form attached with the following documents:

  • Proof of identity (ID) and place of residence of the licensee with an acceptable document in accordance with the provisions of these regulations. 
  • To prove the need for getting the license according to one of the prescribed purposes and also provide the data of the vehicle to be used to get the required plate numbers and ownership. 
  • Vehicle accident insurance document in accordance with the relevant law. 

The license and the metal plates shall be given after the completion of these procedures and paying the taxes and fees prescribed for a period not exceeding thirty days.​


Agriculture Tractors

The licensing may be done for single agricultural tractor or agricultural trailer for the transfer of agricultural crops, agricultural supplies, agricultural requirements and what the owner needs for agricultural purposes.

The following conditions are required in the license:

  • Submit proof of ownership of any of the accepted documents in accordance with the provisions of article no. 214 of these regulations.
  • Provide proof of possession of agricultural land by providing the agricultural land tenure document or what proves his ownership or his lease of agricultural land.

All companies working in the field of land reclamation according to their establishment contracts or their basic regulations shall be exempted from the requirement of proving their possession of agricultural land in order to license their tractor or agricultural trailer, provided that the trailer with its load does not exceed six tons.

The operation of agricultural tractors in public roads

It is permissible to license a single tractor or an agricultural trailer to transport agricultural crops, agricultural supplies, agricultural requirements and what the owner needs for agricultural purposes.

The following conditions are required in the license:

  • Submitting the proof of ownership with any of the accepted documents in accordance with the provisions of article no. 214 of this regulation.
  • Provide proof of possession of agricultural land by providing the agricultural land tenure document or what proves its ownership or lease of agricultural land.

All companies working in the field of land reclamation according to their establishment contracts or their basic regulations shall be exempted from the requirement of proving their possession of agricultural land in order to license their tractor or agricultural trailer, provided that the trailer with its load does not exceed six tons.​


Buses

A tourist bus

Tourist buses may not be licensed except for accredited tourist bodies, airlines, ships, travel agencies, or tourist hotels to serve their tourist guests or to undertake tourism activities on their behalf or to be contracted with one of the approved tourist bodies to carry out the tourist transport process for their account. 
The license is required to submit the approval of the Ministry of Tourism and the car must be in a clean condition and meet the conditions required by the Ministry of Tourism.

Bus trips
The license for a tour bus is to be used only for local tours for Egyptians only without foreign tourists and to be used in the transfer of groups with comprehensive pay for the tour, with a condition of having a commercial record with the tour activity program . Besides that on both sides of the bus, the word tour is written with appropriate font.

Schools buses
The license of a school bus is only for transferring the students to a school or to a student transfer contractor under a contract concluded between him and the school or schools that are committed to transporting the students by bus, and this contract is approved by the competent Directorate of Education. The license in this case is for the duration of the contract only, and cancelled in case of contract termination before its expiry date.
If necessary, when the school bus breaks down, it is possible to use a tour bus to transport the pupils. This is done on the basis of a previous license from the Traffic Department. In case of urgent necessity, it will be sufficient to notify the Traffic Department from the school or the official responsible for the transportation or the responsible one of the tour bus. 
The traffic department may authorize to bypass the bus line in which the bus operates in order to transport students on trips or entertainment purposes.

Bus for transporting workers

The license for the private bus shall be for the transfer of workers from their place of residence or place of gathering to the place of work and vice versa. The license shall specify the line of the route in which the bus operates 
the transfer of workers and their families for trips or for other entertainment purposes permitted within the determined places. 
A special permit may also be issued by the Traffic Department that extends this route at the request of the concerned one for the period of validity of the license. 
Any employer who has a number of workers commensurate with the number of passengers on the bus may have the license to operate a private bus to transport workers and it is not allowed to transport others even if it is for free. 
Any transport contractor may be licensed under a contract signed between him and an employer who has a number of employees commensurate with the number of bus passengers by running a special bus for the transport of these workers. In this case, the license shall be valid only for the duration of the contract, and cancelled in case of contract termination before its expiry date.

Taxi with meters:

When licensing a taxi with a meter or when licensing to install or change the meter, and when the license is renewed, the technical examination committee checks the meter to make sure that it is valid for use. The test includes calibration of the meter, recording the number of rolls and after completing the examination and setting it; it is stamped with a lead seal.
It is not permissible to use any meter that is not stamped with the seal of the Committee. The inspection committee shall confirm in the technical examination report of the vehicle the number of the meter.

Meter ownership:

  • Upon installing a taxi meter, meter ownership documents must be presented by the vehicle owner. Documents must be acceptable according to article 214 of this list.
  • In case the taxi is found to have an unauthorized meter or the meter is not stamped with the competent traffic department stamp, the vehicle is administratively confiscated and sent to the nearest traffic department for examination of the meter and confirming its validity and standards.
  • If the examination proves the validity of the meter, it is stamped. If the examination proves the invalidity of the meter, the driver's license is administratively suspended according to article (28) of this law and it is only valid if the meter is fixed or replaced with another.

Meter examination

  • In case the taxi is found to have an unauthorized meter or the meter is not stamped with the competent traffic department stamp, the vehicle is administratively confiscated and sent to the nearest traffic department for examination of the meter and confirming its validity and standards.
  • If the examination proves the validity of the meter, it is stamped. If the examination proves the invalidity of the meter, the driver's license is administratively suspended according to article (28) of this law and it is only valid if the meter is fixed or replaced with another.
  • If the abrupt/ on spot examination proves a meter malfunction, the vehicle is administratively confiscated and turned in to the nearest police station or traffic department and a report concerning the violations leading to suspension is issued. A temporary driver's license is issued for no more than 7 days to enable the fixing of the meter then it is reexamined to confirm its validity. If the examination proves the validity of the meter, it is stamped with lead according to article 243 of this list and the driver's license is returned.

Meter examination fees ​

  • If the abrupt/ on spot examination proves a meter malfunction, the vehicle is administratively confiscated and turned in to the nearest police station or traffic department and a report concerning the violations leading to suspension is issued. A temporary driver's license is issued for no more than 7 days to enable the fixing of the meter then it is reexamined to confirm its validity. If the examination proves the validity of the meter, it is stamped with lead according to article 243 of this list and the driver's license is returned.
  • A 2 Egyptian pound fee is paid for each taxi meter examination according to the regulations of the code (1) for the year 1994 concerning weight and measurements.

Driver training vehicle

  • The training school or institute must be provided with the aid and required training equipment and must have at least 2 training vehicles. The training vehicle must have the following requirements

A- Instructor's steering wheel, pedal and accelerator to control the vehicle during the training.

B- Instructor's breaks

C- Instructor's signals  

  • The training vehicle must have 2 signs one on the front and one on the rear side with clear font indicating (training).



What are the traffic signs and signals?
The priority of traffic signs and signals
  • The instructions and signs issued by the traffic men shall have the priority on the traffic rules and the instructions indicated by traffic signs, road signs and traffic lines.
  • Instructions indicated by traffic lights are priority over those indicated by road signs. 
  • Road users must follow the signs and orders of police or military authorities when they take traffic. 


Hand signals of traffic men

The hand signals of the traffic men are as follows: 

  • The left arm is raised to the top or in the form of right angle and the palm directed forward means stopping the traffic coming from the front against the palm of the hand.
  • Stretching the right arm horizontally at the shoulder level and the palm directed forward means stopping the traffic coming from the back against the back of the palm. 
  • Stretching the left arm horizontally and at the shoulder or arm level means stopping traffic coming from any direction that intersects the arm or arms signal. One or both of the arms may be lowered after verifying the actual stopping of the vehicles. 
  • Moving the right or left arm in a semicircular motion means allowing the vehicles to pass in the direction indicated by the rotation direction of the arm in a movement from top to bottom. 
  • Moving the red light by a reciprocal movement means stopping the users of the road to which this light is directed.


Types of traffic signs

Traffic signs shall be as follows 

  • First: warning signs of danger: alert road users to hazard sites on the roads. 
  • Priority signs: shows the users of the road the rules of certain priorities at the intersections and narrow sections of the road or the necessity for the driver of the vehicle to stop at the mark and not to move again only after making sure that he can do so without any risk. 
  • Priority signs: shows the users of the road the rules of certain priorities at the intersections and narrow sections of the road or the necessity for the driver of the vehicle to stop at the mark and not to move again only after making sure that he can do so without any risk. 
  • Signs of prevention and enforcement: They are used to prevent road users from carrying out certain tasks or compel them to perform other work required by the traffic system. 
  • Guidance, informational or guidance signs: Road users are given some guidance or instructions or provide them with useful data while using the road. 
  • Stopping and waiting signs: Identify areas where waiting, stopping or both are permitted or prohibited, or where the place or time of waiting is specified or allowed for a certain period. All such marks shall be in accordance with the attached forms and specifications in the referred agreement. ​


Light signals designated to regulate vehicles movement

Traffic signals to regulate vehicle movement shall be as follows: 


    • Uninterruptible Light (Continuous): 
    • Green light: means the continuation of vehicles' movement.
    • Red Light: means that vehicles should be stopped and not exceeded the limit or the line at the level of the light signal column or not to exceed the pedestrian crossing area.
    • Orange light: It appears immediately after the green light or at the same time with the red light and means that the vehicle must stop and not exceed the stopping line or the line at the level of the light column or crossing the pedestrian crossing area and if not possible to stop safely, the vehicle may continue to move. 
  • Intermittent lighting 
    • Red light: the necessity to stop at the line or at the level of the light signal or not exceed the pedestrian crossing area or not to cross the intersections at the same level with the railway lines or entrances to mobile bridges or to stop traffic to make way for emergency vehicles. 
    • Orange Light: It means to allow the drivers of vehicles to continue their driving with great care and caution and the order of light signals as follows: 

If it is in a vertical position, the arrangement is (red, orange, and green). The signals may be supplied with green arrows indicating the traffic directions indicated by the signal. If in a horizontal position, the green light is on the right according to traffic direction.


Light signals dedicated to regulating the crossing of the pedestrians:
  1. Uninterruptible Lighting (Continuous): 
    • Green light: means allowing pedestrians to cross the road
    • Red Light: The prohibition of crossing the road on pedestrians and the orange light can be used to denote the same meaning.
  2. Intermittent lighting
    • Green light: When the green light referred to in (1) of (A) from the aforementioned paragraph appears shows that it is important for the pedestrian to quickly cross the road.
    • Orange Light: It provides pedestrian crossing places at non-intersections places and the priority of crossing in these places is for pedestrian.


Light signals dedicated for organizing railway crossing points

​The intermittent red light is used to show the near arrival of the train and ordering the other vehicles' drivers not to pass the open railway crossing points, which may be provided with bells to warn when trains arrive. ​

Lines shown on the road surface
  • ​Stopping line: It specifies the places where the vehicles shall stand behind as response to the "stop" sign or the red light in the traffic lights or the signs of the traffic man at the intersections or other facilities of the road between the intersections. 
  • Pedestrian crossing lines: determines the places where pedestrians shall cross the road from and they are as following: 

    • Two parallel lines between them are there is a suitable space, and pedestrian crossing is organized by a traffic man or a light signal.
    • Black and white parallel lines and the pedestrians crossing is not organized by a traffic man or a light signal also the pedestrians have the priorities to cross the roads through them. 
  • Other lines: such as arrows, parallel lines or lines of writing which are repetitions of instructions given by international traffic signs.



What are the conditions of durability and security to be available in vehicles?
On General basis

The vehicle shall conform to the original design approved by the certified manufacturer and all components shall be durable, intact and fully installed, and the vehicle shall be in a usable condition. 
The conditions of durability and security shall be considered as the conditions to be met in the load or in the vehicle or its parts stated in any text of this regulation. 

Conditions that should be available in rabid transport vehicles 

General conditions: 
The base frame (chassis): 

  • The base of the vehicle shall be made of steel or any other metal as required according to the technical assets of the industry and the original design of the product and with a durability and strength to bear their loads and stresses as they are designed to withstand them. 
  • It is not permissible to conduct welds or connections at the base, only partial not fully rotated welds may be made, for the purpose of reinforcement, as required by the technical assets of the industry, and does not affect the strength, loads and stresses that are placed on them and designed to withstand them. 
  • The length of the base after the rear wheel axle shall not exceed 50% of the distance between the two wheel axles, taking into consideration that the measurement shall be midway between the two double axes and may be exceeded if the base is designed by the manufacturer of the vehicle and the increase does not affect its balance. 
  • The number of its distinctive base at the time of its manufacture shall be stamped on it. If it is not stamped and it is located on a plate accompanying the base or the body of the vehicle, it shall be stamped by the traffic department which allowed its entry if the vehicle is imported from abroad accompanied by the distinctive character of the competent traffic letter and the date of stamping. The local stamp on the technical inspection report or the customs release shall be proved. For locally produced vehicles, the stamp on the base frame (chassis) shall be from the manufacturer. The number must be checked and matched at each technical check or conformity check.

    The rims:

    The rims shall be made of metal and their size and bearing shall be consistent with the design of the vehicle and its axles, and no welds shall be included within the rims.

    Tires:

    The tires shall be of vacuum rubber and shall be in a condition that does not allow sliding of the vehicle and the depth of the frame shall not be less than one and half millimeters.

    Its size must be consistent with the design, wheels axles and rims of the vehicle and be firmly anchored in its axles, and tires shall bear the maximum weight of the vehicle.

    Avoirdupois:

    The vehicle shall be equipped with a complete suspension for each axle with sufficient strength and flexibility. All suspensions shall be identical to vibration and shock mitigation to withstand all loads and stresses and shall be carried out for the purpose of use of the vehicle and according to its original design from the manufacturer.

    Wheel Hubs (Axles):

    They shall be balanced and fixed in their place according to the design of the vehicle and bear the loads and stresses that fall on them. The axis may not be loaded more than it is designed to bear and may not have any welding. Also no irregular sound should be heard.

    Brakes:

    Each vehicle must have at least two independent ways by which we can control the vehicle's movement and stop it in a complete, fast and safe manner. The brakes' effect should be equal on the identical wheels on each side, and both types shall be available in each vehicle.
     

    Service brakes:

    It is operated either mechanically, with compressed air, by liquid pressure or by any other safe means and affects all wheels.

    In the case of pneumatic brake operation, the vehicle shall be equipped with a usable meter and the capacity of the compressed air tanks shall allow the use of the sudden brakes at least five (5) consecutive times without lowering the air pressure to a degree that reduces the brake efficiency.

    If the brake is operated by fluid pressure, the hoses and pipes must be solid and sound so as not to allow any filtration.

    If the brakes are electrically operated, they must be operable even in the event of an electrical outage by means of special electric source of it.


Stop securing brake:

It is operated by hand or by foot and its effect on wheels is at least one axis. Brake couplings between the locomotive and tractor or between the trailer and semitrailer should permit free movement of the whole set while driving.

Engine (motor):

Shall meet the following conditions:

  • The design of the vehicle shall be of the strength and durability in accordance with the design of the vehicle and the purpose of its use, which is the maximum weight. The engine of the tractor in a group (trailers or semi-trailers with the tractor) shall not be less than the net strength of the maximum weight of this group that is 5 horsepower per metric ton.
  • The engine shall be in good condition and shall not produce heavy smoke on an ongoing basis, which shall pollute the environment in accordance with the provisions of the executive regulations of the Environment Law No. (4) of 1994, or harm the safety of traffic and disturb the beneficiaries of the road.
  • The engine shall be firmly fixed in the vehicle on the special suspensions and the cap shall be properly sealed.
  •  The number of engine that distinguish it when it is manufactured shall be sealed on it, if it is not sealed and was located on the plate accompanying the engine or the body of the vehicle for those coming from abroad shall be sealed on the engine by the competent traffic department accompanied by the distinctive character of the province of this section and the seal date.

    In this case, the place, number and date of the seal shall be indicated in the technical inspection report. The number shall be verified and matched at each technical inspection or examination for conformity.

    Fuel cycle:

    The following conditions must be met:
  • The fuel tanks and the pipes connecting the cycle devices must be solid and sound, not allow the fuel to leak.
  • The fuel tank opening shall be away from the exhaust pipe and sealed with a tight cover.
  • The exhaust pipe (tailpipe) shall be firmly fixed, sound, usable, meet the purpose and do not make an unusual noise.
  • If the vehicle is equipped with natural gas as fuel, a certificate shall be submitted by a certified company in this field stating that the equipment meets the requirements of security and durability.
  • In case of operating the vehicle in one of the forms of energy other than fuel, it shall be in accordance with the original design of the produced manufacturer.

    Cooling cycle:

    The cooling cycle shall be controlled and valid and performing the needed purpose and its parts shall not allow water or steam to be leaked.

    In the case of cooling by air, the used turbines shall be controlled and usable.

    Driving Device:
  1. All connections must be intact and in good condition and enable the driver to change the direction of the vehicle easily, quickly and accurately.
  • It is not permitted to modify the specifications of the driving device in order to obtain certain sizes.
  • It shall be on the left side of the vehicle. However, in cases of extreme necessity and by a decision of the Minister of the Interior, the temporary permit may be issued to be on the right side, provided that a sign of a cut palm in white color within a red circle at the top left side of the vehicle.
  • If the design of the vehicle allows the transfer of the steering device from the right to the left, it is permissible to authorize this amendment, provided that the transfer is made by an authorized authority in this field in a technical and safe manner.

    Shift transmissions and its hoisting gear:
  • The transmitters shall be balanced and controlled and withstand the stresses that occur on them and not causing unusual sound when they operate.
  • To have their hoists assembled so that the driver of the vehicle can use them without leaving the road observation.
  • The vehicle shall be equipped with a safe means to prevent the fall of the Cardan shaft in case of separation.
  • Each vehicle shall be provided with a speed indication device which is valid for use.
  • Any vehicle weighing more than 250 kg shall have a rear-moving device.

    Electrical grid:
  • All wires and cables must be completely intact and insulated and are fully integrated in accordance with the art and industry standards and shall be rust free.
  • The battery must be adequate to the needs of the vehicle and placed and fixed in its box in a safe place in the vehicle. If placed outside the car's body (carouser) or under the base, it must be inside a sealed box.
  • Each electric circuit shall be equipped with a fuse which can be cut or separated if necessary.

    Car Body (Carouser):
  • It must be in good condition and firmly anchored to the base.
  • The car shall be made in such a way as to provide the driver with sufficient space to look forward and to the right and left so that he can drive with all security and safety.
  • The fenders must be firmly anchored.
  • Doors and windows of the car shall be safe, easy to use and should be firmly closed when it is closed.
  • The floor shall be covered with an isolating material such as rubber or what is equivalent.
  • The seats should be safe and comfortable with safety belts.
  • The glass of the vehicle shall be of a safe type (Treblex) or an equivalent, and no materials or objects may be placed or installed on the glass.

    The front glass shall be:

    (A) Made of a substance that does not cause injuries if it is broken.

    (B) It should be made of a transparent material that enables you to see objects clearly, not distorting the shape of objects or leading to stress.

    (C) In case of breakage, it shall not prevent the road from being clearly seen.

    (D) It must be made with internal anti-sun substances.

    Lights:

    The vehicle's lights must be intact and usable and have the following lights:

    (A) The headlights and the road (lights): Each vehicle shall be provided with a fluorescent light in the direction of its path for a distance not less than one hundred and fifty meters and another radiating down (headlamp beam switch) which lighting the road in front of the vehicle for a distance not less than thirty meters. It is only enough to have one lamp in motorcycles. It is possible to fix under the head lights of the vehicle fog lamps with yellow light for use in the times of the fog inside and outside cities.

    (B) Spot lights: Each vehicle shall be provided with a small white or yellow light on each side of the front and red lights on each side of the back. The front and rear lights shall be in a position that determines the width of the vehicle from front and back and can be seen from a distance of 300 meters in clear weather at night. For motorcycles, it is only enough to have one lamp in the front side and one at the back.

    (C) Each vehicle should also be equipped with white light to illuminate the rear metal plate and the red one at the back side of the vehicle which operates by using the service brake.

    (D) Signal lights: Each vehicle is provided with side-light signals emitting intermittent light to indicate the direction of the vehicle's direction so that the signal can be seen clearly from the front and the back side, day and night.

    Reflectors:

    Each vehicle must be equipped with two identical red reflectors that can be seen at night clearly in a clear atmosphere from at least 100 meters when exposed to high light and for motorcycles only one rear reflector is enough.

    The rear reflectors shall be in all vehicles according to their design and purpose.

    Alert device (the horn):

    Each vehicle must be provided with clear sound alert device (horn) that may not be multi-tones or siren type or cause noise pollution to the environment or to disturb road users when over used, with regard to provisions of the law, in particular article 69 and articles 12 and 13 of this Regulation.

    Reflective Mirror:

    Each vehicle must be equipped with a mobile reflective mirror that enables the driver to clearly view the road behind him. But for the transport car, bus and dead people transport vehicles there must be other reflective mirror on the left side outside of the vehicle within the vision of the driver.

    Rain wipers:

    Each vehicle with screen glass (especially cars) is equipped with two automatic functioning rain wipers that fulfilling the purpose.

    Collision barrier:

    The vehicle must have a collision barrier in the front side and the rear one and be of strength and durability to achieve the purpose of them also it is preferred to be firmly fixed in the base and no additions or removals may be contrary to the original design of the vehicle.

    Painting:

    The vehicle shall be coated with a solid color coating (Doku or similar) and the paint shall be fixed on the body of the vehicle free of any adverse effect on the health.

    Fire extinguishing equipment:

    Each vehicle shall be provided with fire extinguishers that conform to the Egyptian Standard No. 734 of 1992 without being bound by a specific trade name and shall be valid for use and accessible to the driver and passengers.

    (A) Transport vehicles designated for the transport of liquid gases and petroleum liquids and the other transport vehicles and tractors with non-agricultural trailers: 2 dry a. b. c powder extinguishers, not less than 6 kg.

    (B) Pick-up vehicles and vehicles that their cargos don't exceed more than 3 tons of a. b. c dry powder extinguisher, not less than 6 kg.

    (C) Passenger cars (bus) 2 dry powder extinguishers, not less than 6 kg.

    (D) Private cars, taxi, transport of dead and agricultural tractors:

A dry powder extinguishing device of a. b. c shall not be less than 1 kg, and due to the competent fire department responsible for determining the needed extinguishers other than the previous types that come with cars from abroad. The fire extinguisher shall be inspected at the first time and at each technical inspection of the vehicle to ensure its validity for use. After the examination, the competent traffic department shall issue a certificate of validity for the device after paying one pound as the costs of the certificate.


Special conditions

Private cars

Private cars shall be designed to accommodate persons not exceeding nine passengers other than their driver, and shall allocate 50 cm of the front seat length of the driver, 35 cm per passenger, according to the seat and the back from mid-width measurement and the closed doors whichever is less.

It may be equipped with a living room according to its original design from the certified manufacturer. The width of the front and rear seats should not be less than 45 cm and the thickness of the back is 10 cm.

The height of the seat and the surface of the vehicle shall not be less than 85 cm. The license of the vehicle shall include the maximum number of passengers who may be transported according to the aforementioned, in addition to the driver.

Private vehicles trailers (Caravan)

In the private vehicles trailers (Caravan):

(A) The number of its axles shall not exceed two.

(B) Its dimensions may not exceed the following:

Length is five meters.

The width is 2.5 meters

The total height is three meters.

(C) The total length of the group (the vehicle and axles) shall not exceed 12 meters.

(D) The axle shall be equipped with a brake device in accordance with the provisions of article no. 139 of this regulation.

Handicapped vehicles

The vehicle shall be equipped with adequate or sufficient equipment to overcome the impact of its leader's disability to drive in accordance with technical regulations in light of the decision of the Medical Authority.

Taxis

The taxi shall have the following conditions:

1. The seats should be behind each other and in the direction of the car's course. The width of the front and rear seats shall not be less than 45 cm and the thickness of their seats' back shall be less than 10 cm. The height between the surface of any seat and the roof of the car shall not be less than 85 cm and one of the seats may not be in the direction of the car's course according to the original design of the factory.

2. The car must have two doors on each side at least; the width of each one opening is not less than 50 cm. If the car is originally designed for three or more rows of seats, the car may have three doors, with two doors on the right side. The width of the front door opening is about 50 cm and the opening of the back door is 90 cm and provided that the second row of seats moving all or part of it and in the case of a side passage not less than 40 cm starting from the back of the first row of seats and ends at the front row should not be less. The right rear door opening is about 70 cm wide. Taxis with a stitch shift mechanism that operates in the desert areas are excluded from the presence of two right doors condition.

3. There should be a panel at the top of the car lit at night when it is free of passengers and this is of course for the taxis works with meter.

4. The manufactured year should not be more than ten years, including the year of manufacture, for vehicles that are licensed for the first time. The taxi shall be designed for the purpose of carrying persons not exceeding seven passengers other than their taxi driver; this is for taxi with meter. For microbus allocated for transporting passengers between two or more governorates, the number of passengers shall not be less than five and not more than fifteen passengers other than the driver. The service cars shall not carry more than seventeen passengers other than the driver of the car, and 50 cm of the length of the seat and the seat back shall be the measured from the middle of the width and closed doors.

If the car seats are in more than two rows, the distance should not be less than:

  1. Between the nearest point of the steering wheel and the front seat back is 35 cm.
  2. Between the back of the front and middle seat are about 70 cm.
  3. Between the middle seat back and the end of the back seat is about 85 cm.
  4. Between the rows of seats is about 35 cm.
  5. Between the nearest point of the steering wheel and the rear seat back of 200 cm.
  6. The middle seat width should not be less than 35 cm.

    Cooperative societies for the transportation of passengers in the governorates may use service taxis cars to transfer the citizens within the province without a maximum number of passengers, provided that the capacity of the vehicle is allowing that in accordance with the discretion of the competent traffic department.

    The competent governor shall determine, after taking the opinion of the local people's council, the color of the taxi with meter in each governorate in coordination with the General Directorate of Traffic.

    Taxis allocated for transporting the passengers between two or more provinces shall be subject to the provisions of the taxi, according to the following rules:
  1. These cars are excluded from meters (taximeter) in the governorates where the meters cannot be used.
  2. These vehicles must be equipped with a metal net on the roof to carry the passengers' luggage.
  3. The statement provided in article no. 104 of this regulation shall be placed on both sides and on the back within a circle whose color and dimensions shall be determined by the General Directorate of Traffic.
  4. These cars shall have special parking spaces in the cities from which they start or operate. A decree issued by the competent governor shall be issued and determine their work. The drivers of these vehicles shall wait in these situations to receive the passengers and only these vehicles shall be allowed to wait and accept passengers from these places.
  5. The ridding tariff for the trip shall be determined by a decision of the competent governor after taking the opinion of the local people's councils.

    Companies that have tourism activity may be licensed in accordance with the provisions of law no. 38 of 1977 to regulate tourist companies by operating taxis engaged in tourist activity in one or more governorates. In this case, the provisions of articles 1, 2 and 3 of the first paragraph in this article are applied in addition to the following:

    (A) The approval of the Ministry of Tourism for licensing these vehicles and when renewing.

    (B) Putting a distinctive mark of owning companies on the vehicle's external body and the General Directorate of Traffic issued a decision on how to put the mark of the owning company on the car after taking the opinion of the Ministry of Tourism.

    (C) Issuing a special tariff for these vehicles in accordance with the provisions of this regulation after the approval of the Ministry of Tourism.

    (D) The vehicle has not been manufactured for a period exceeding three years prior to the license.

    (E) The vehicle is originally designed to carry more than 7 passengers other than its driver.
     
    Special fire trucks

    Special fire trucks shall be fitted to the intended purpose and all devices shall be firmly fixed with taking the necessary precautions for the safety of the personnel and shall be written on both sides of the vehicle by its subsidiary.

    Ambulances and hospitals vehicles

    The following conditions shall be existed in ambulances and hospitals vehicles:
  1. The length of the space allocated for the transport of wounded and sick people by ambulances and hospitals vehicles shall not be less than 180 cm, and it might exceeds this space within children ambulances.
  2. These vehicles shall be of a closed type.
  3. Cover the side windows with curtains if the color of the glass is not dark or obscured glass.
  4. The bed or folding stretcher must be equipped with adequate vibration restraints, and a seat may be allowed inside the box or mobile seats ambulances.
  5. To write on both sides of the vehicle its subsidiary and the intended purpose for it.

    Dead people transportation vehicles 

    The following conditions are required in the transport vehicles of the dead people:

    1. The dead people transportation vehicle shall be of the closed type.

    2. The length of the place designated for the transport of the dead people shall not be less than 225 cm and its width shall be 95 cm. It should be fully ventilated and no seats are permitted. It must be completely separated from the passenger seating area.

    3. The number of passengers shall be determined by allocating 50 cm of the leader's seat length and of 40 cm for each passenger. It is allowed to have a seat behind the vehicle's seat in condition that the distance between the seat front and the driver's back is not less than 25 cm.

    4. In all cases, the following dimensions shall not be exceeded:
  • (A) The height between the surface of any seat and the roof shall not be less than 85 cm.
  • (B) The distance between the nearest point of the steering wheel and the front seat forward should not be less than 35 cm.
  • (C) The width of any car seat shall not be less than 35 cm and the thickness back of 10 cm.

5. The car must have a rear door in addition to the driver's seat door and the opening of each of the two doors should not be less than 50 cm.

6. The side windows shall be covered with curtains if the color of the glass is not dark or obscured type.

7. The number of the vehicle and the intended purpose shall be written on both sides of the vehicle.

Motorcycles

The motorcycle can be four-wheeled according to its original design.

Motorcycles must be provided with a crane to maintain their balance while standing.

Motorcycle is only carrying the driver unless there is a seat originally designed to allow him to ride it and the motorcycle is equipped with a pedal for each passenger.

If the motorcycle is equipped with a box for riding the persons, it shall meet the following conditions:

  1. To be tightly fastened to the base of the bike.
  2. Must be equipped with appropriate adequate vibration inhibitors.
  3. Be carried on one wheel or more with the same conditions as motorcycle wheels.
  4. Its dimensions shall not exceed the prescribed dimensions of the Cargo Transport box as set forth in the following article.
  5. Do not be used for transferring people for money.

    If the motorcycle is equipped with a box for the carriage of goods, in addition to the conditions stated in the previous article, the following dimensions shall not be exceeded in the box.

    First: The Back Box:
  1. Not exceeding 150 cm in length.
  2. The width shall not exceed 120 cm.
  3. The length of the box should not exceed 4 meters.

    Second: The side box:
  1. Not exceeding the length of the bike.
  2. The width not more than 60 cm wide.
  3. In both cases, the height shall not exceed 120 cm.

    The height of the box shall not block the driver's vision and the balance shall be kept.

    Passengers transferring vehicles "Bus"

    Car Body:

    It shall be manufactured according to the technical requirements of the industry in accordance with the original design of the factory produced to achieve the safety, security and comfort of passengers.

    It shall be made of metal and covered with a rust proof and may be made of suitable wood or similar materials and to be reinforced with metal hinges and all screws, nuts and rivets used in steel joints and all joints shall be tight.

    The long and wide bearings shall be made of steel or wood and shall be anchored to the base (chassis) at appropriate angles of the steel and the bearings shall be distributed regularly along the base.

    The floor shall be made of wood or metal with suitable thickness and shall be covered with sound and heat proofing material.

    The body parts of the vehicle shall be of metal angles or pipes or of wood reinforced with steel with sound metal joints distributed according to industry assets along the base and shall be attached to provisions with the casings of the floor and roof of the vehicle.

    The body of the vehicle must be covered from the outside with metal panels of suitable thickness and lined from inside with metal panels, compressed wood or similar things.

    Transportation vehicles

    (A) The driver's cabin shall have a door for each side, at least the actual width of which is not less than 50 cm. The distance between the nearest point of the steering wheel and the headrest holder shall not be less than 35 cm and between the driver's seat and the roof of the cabin shall not be less than 85 cm per passenger. Also about 50 cm is allocated from the length of the driver's seat and 40 cm for each passenger.

    In cargo cars, in exceptional cases, the presence of a fronton is allowed in the front of the trunk of the car to be firmly fixed to the floor of the box from the front side and should not be anchored in any way on the cabin. Transport vehicles that are not equipped with aspects may also be licensed, subject to the conditions of the load. 

    (B) Not to have been manufactured for more than ten years, including the year of manufacture.

    If it is installed in the transport vehicle, cranes, machinery or equipment must be firmly anchored to the base of the vehicle and its presence or use shall not affect the balance of the vehicle during its parking or movement, especially during operation, loading or unloading and not endangering the life of its driver or those who work on it, and these devices are considered part of the vehicle and the installation shall be done by the knowledge of factories or companies specialized in this field and approved by the Ministry of Industry.

    The dimensions of any transport vehicle shall not exceed its carrying capacity

    (A) Length:
  • For cars with two or more axles not to be more than 12 meters.
  • For semi-trailer vehicles not to be more than 17 meters.
  • For vehicles with trailer not to be more than 20 meters

(B) Width: 2.60 m

(C) Its high from the ground with full load is: 3.5 meters within cities, 4 meters on main roads outside cities.

(D) The axle loads of the original design shall not exceed the requirements of the General Authority for Roads and Bridges for determining the axle loads.

After the approval of the Roads and Bridges Authority and the Directorate of Facilities and Construction in the governorate, the Competent Traffic Department may authorize the operation of the vehicle if its dimensions or weight exceed the stated limits, provided that the route of the vehicle is determined in the given permit. 

Joint transport vehicles

The licensing of joint transport vehicles shall be limited and allowed to be driven within the following desert governorates:

Matrouh - New Valley - Red Sea - Sinai

The vehicle must be designed for a load of at least 5 tons and the front part of the vehicle should be used for transporting people and equipped with internal seats and at least one door with a width of not more than 70 cm for passengers. The back part of the vehicle shall be made to transfer objects and has an independent entrance and shall meet the conditions prescribed for both purposes in addition to the following conditions:

(A) Length:

  • To be management on all axles.
  • Provide a backup fuel tank that can be connected directly to the engine of the vehicle.

Tractors

The tractor shall have two or more axles and shall not exceed the following dimensions:

  1. Its length with its agricultural extensions is 12 meters, while the non-agricultural extension does not exceed 25 meters
  2. The width is 2.5 meters
  3. The height of the earth is 3.5 meters

Trailers

The trailer must have one or more axles and its design should allow it to move quickly as the locomotive vehicle, and ten years should not have been passed since the date of manufacture, including the year of manufacture. All this for the first time licensed trailers.

Licensing of locally manufactured trailers is permitted provided that they are manufactured by factories approved by the Ministry of Industry.

The stated condition for trailers' straps:

If the licensed maximum trailer weight exceeds 750 kg or half the weight of the locomotive vehicle while it is empty, the trailer shall be prepared in addition to the basic strap which can be used in dragging and guiding it by an auxiliary strap of chains or metal ropes, to prevent deviation from its natural direction if the basic strap.

In the case of basic strap damaged or broken, the auxiliary strap can be used only temporarily to complete moving to the first repair center and in this case the vehicle shall travel at a very moderate speed.

Subject to the preceding provisions, an auxiliary strap made of cords or other similar materials may be used when absolutely necessary to be used. If the vehicle is towing several vehicles, such straps may be used only for one bond. Rods should remain visible day and night to facilitate detection.

The dimensions and loads of the trailers shall not exceed those stated in article no. 183 of this regulation and the load of the trailer shall be determined as stated in article no. 183 thereof.

Each trailer weighing more than 200 kg shall be supplied by a braking method that operates the service brake in the locomotive vehicle so that its impact on all wheels, and any available brake for the locomotive vehicle's driver is enough that affect at least one axle wheels if the weight of the trailer is between 1000 and 2000 kg. If the weight is between 250 and 1000 kg it is allowed to have self-braking mechanism. In all cases, there should be additional means to guarantee the stop of the trailer in case of detachment from the locomotive in the course of the movement. The trailer, whatever weight, shall be provided with the brake needed to secure the stop of the vehicle.

Semi-trailer

The provisions of the trailer shall be applied to the semi-trailer in terms of coupling, dimensions, weights and brakes

Shall be deemed as a vehicle designed to be a machine according to article no. 3 as follow:

  • Pressure, digging and drilling machines and equipment
  • Lifting, transferring, unloading and transport machines and equipment
  • Construction and demolition machines and equipment
  • Soil paving drilling and settling machines
  • Road construction maintenance and accessories machines
  • Road lines painting machines
  • Logging equipment and machines
  • Machines and equipment for presses, electric chainsaw, scales and measures
  • Machines and equipment for mining and quarrying
  • Machines and equipment for generating electricity, compressed air and steam equipped with additional engines
  • Machinery and equipment for heating, boiling, crushing, polishing and coating
  • Machines and equipment for the formation and transformation of sand and dust, stone and marble

    The competent traffic department shall exempt these vehicles from certain durability and security requirements of these regulations relating to weight, dimensions, base, motor, lights, alarm machine, paint and wheels in accordance with their design, processing and purpose designed for them.

    The license shall be given after the paying the prescribed tax therein. It is not permissible to allow the existence of any load on it or the existence of any passenger except the leader, and may be driven using a license not less than a second degree.

The needed conditions that shall be available in slow transport vehicles

(A) Bikes:

The body of the bike shall be of steel pipes and have the capacity to withstand the loads and stresses that fall on it and its links are free of the rivet or nails and all of them shall be one connected by the O ring screw.

The seat of the driver shall be comfortable, firmly anchored and can be lifted and lowered according to the size of the bike and if it has another passenger seat it shall also be comfortable and firmly installed by the body of the bike.

The riding machine (Gadon) shall be made of steel pipes and end with two handles of spandex or what something similar. The Gadon should be balanced on the front axle of the bike so that it is providing easy and secure riding and no joints or welds are allowed.

The wheels must be intact and complete with all their wires and with rubber frames to bear the loads and stresses on them.

The pedal shall also be intact, without welds or joints, and firmly anchored in the upper gear drive connected to the rear wheel by a full-length steel track with enough strength to move between the larger gear and the rear wheel axle.

The bike shall have at least one brake method that is safe, usable and hand-operated.

The bike shall be equipped with a crane to maintain its balance while standing and each wheel shall be fitted with a metal fender firmly installed.

It is permissible to place a basket attached to Gadon or linked to the rear seat. The dimensions of this basket shall not exceed 40 cm wide and 20 cm high and shall be firmly fixed.

The bike should be equipped with a large white or yellow light, at the top of which is a radius of at least 10 meters in front of it and a red or orange light on the back of the bike lights up when the bike is driven at night and when weather conditions dictate.

The bike should also be equipped with a round, back and red reflective lens, its half-diameter is not less than 2 cm that can be seen clearly at night in a good atmosphere from at least 100 meters when a large light is reflected on it.

The back fender should be painted in white with a length of not less than 20 cm.

The bike must be equipped with at least one alarm bell that can be heard from a sufficient distance. Any other audio device may be used, taking into account the various provisions relating to the alarm device in the law or in this regulation.

It is permitted to attach a box for the carriage of goods and things in the bike (tricycle) provided that it is fixed and that the balance remains preserved and its width should not exceed 120 cm and if it is on the side part, it shall not exceed 60 cm.

The height of the box with its carriage should not obscure the vision of the base if it is installed on the front or the side. A rear reflector should be installed in the box if it is on the side part and rear reflectors, if it is mounted behind the bike and a light is placed in front of the box front side if it is in front of it.

In all cases, the length of the bike with its box should not exceed 250 cm and the height of the bike should be 120 cm. Also, the dimensions of the carriage of the referred box shouldn't exceed the stated dimensions.

Passengers' vehicles (Carriage):

Shall meet the following conditions:

  • The body of the vehicle shall be made of wood or metal covered from the outside by compressed wood or similar things, and shall be of the closed type. If it is of the open type, it shall have a cover made of leather or the like, which can be moved by metal hinges. The seats shall be covered with leather or the like and firmly anchored to the floor of the vehicle.
  • The wheels shall be made of wood and its perimeter shall be covered with a rubber thickness of not less than 20 mm and frames of rubber with iron bands shall be installed.
  • The vehicle shall be equipped with a hunger (spring) with sufficient strength and elasticity.
  • Each vehicle should be equipped with two side lamps and another rear lamp with two red reflectors on the far side of the rear and the lamps should be in good condition so that they can be lit immediately when needed.
  • The Arish of the vehicle is designed to allow full back rotation to the left and right, and its movement on a steel axle (fifth wheel) and it is not allowed to make connections to it.
  • The vehicle shall be equipped with a warning device and allows the use of the horn and foot bells.
  • The animal should be intact, free of wounds and sores, trained on traction. 

    Passengers transferring vehicles for money:

    The vehicles designated for the carriage of passengers, in addition to the requirements stipulated in the preceding article, shall have the following:
  • The distance between the floor of the vehicle and the seat surface shall not be less than 50 cm and the distance between the seat surface and the roof of the vehicle or the vehicle's hood shall be 85 cm.
  • The length of the seat allocated to each passenger shall not be less than 40 cm and the width shall not be less than 35 cm and the thickness of the box shall not be less than 10 cm.
  • The driver's seat shall be separated from the passenger seats.

    Luggage transferring vehicles (Carriages):

    Shall meet the following conditions:
  1. The body of the vehicle shall be of solid material such as wood or the like, and shall have at least one axle, and the wheels shall be wood, and the perimeter shall be covered with a rubber layer of at least 20 mm.
  2. Al-Arish should be intact and free from the joints. The joint's pivot is allowed in two-axle vehicles. In this latter type, Al-Arish should be operated on a rotation axle made of metal.
  3. There should be a rear lamp for the vehicle and two rear red reflectors at the end of its back.

    In vehicles prepared with road tankers, El Arish should be made of steel pipes with suitable diameter.

    The dimensions of any vehicle, as manufactured by its full load, shall not exceed the following dimensions: (a) Length of vehicle, including draft animals:

    Total length:
  1. Passenger cars: 8 meters.
  2. Transport carts: 10 meters.
  3. The death transport carriages: 12 meters away.

    (B) Width: 250 cm.

    (C) The height with the whole load from the surface of the Earth is 350 cm. The load should not exceed the capacity of the animal.

    (D) The draft animals shall be good and well-nurtured, with sufficient strength and free from sores, wounds and diseases.

    Wheelbarrows:

    Shall be equipped with rubber tires or these wheels shall be of wood or metal covered with a rubber thickness of not less than 20 mm.

    The vehicle is equipped with two red light reflectors, one in the upper left corner of the front of the vehicle outside the left arm and the other in the upper left corner on the opposite side of the vehicle.

    Licenses for slow transport vehicles shall be permitted within the governorate centers available in the governorate in which it is licensed.

    However, the driver's license for riding bikes is applied in all governorates.

What is required when changing…….?
Place of residence: Driving license

​The licensee shall when changing his place of residence that is fixed in the license of the governorate department where the relevant traffic department is located, to inform the competent traffic department within thirty days starting from the day following the date of the change. He shall submit to the competent traffic department a valid document to prove his new residence in the provisions of article no. 212 of this regulation.

If the change of place of residence fixed in the license was to another governorate, the licensee shall submit to the competent traffic department of this new governorate during the referred period in the previous article a request to transfer the license using form prepared for that, attached with:

  • An acceptable document for proving the new place of residence according to the provision of article no. 212 of this regulation.
  • A document that proves his fulfillment of the imposed fees for violating the provisions of the Traffic Law and this regulation issued by the competent authority of Traffic Department, in which the vehicle is already registered (fines fulfillment document).
  • The amendment of the compulsory insurance document against vehicles' accidents shall include the new place of residence in accordance with the relevant law.

    The Traffic Department of the new governorate checks the vehicle to verify that the data installed in the license is correct and releases the result of the match on the form prepared for that. A temporary permit is issued until the vehicle's file is received from the traffic department in which it was registered and proves that the examination data and the proven date within the file are the same.​


Place of residence: Driving license

​When the licensee notifies the change of his residence within the same governorate, the address of his new residence shall be indicated in the license and in the files and records. The notification shall not be within a period not more than thirty days from the day following the change.

When changing the place of residence of the licensee outside the governorate in which he resides in its department, he shall submit to the Traffic Department of this new governorate the request to transfer the license using the form prepared for that. The proof of residence shall be accepted according to the provisions of this regulation, after completing the procedures, the applicant is given a new license for the remaining period of his first license, but with a special serial number for the new governorate.​

Vehicle’s ownership transferring

​In the case of transferring the ownership of the vehicle, the new owner shall submit to the competent Traffic Department with a request to transfer the registration using the form prepared for that and an acceptable document to prove the transferring of ownership according to the provision of article no. 214 of this regulation as well as proof of personal and place of residence and status as set out in articles 211/213 of this regulation, as well as the fulfillment of the fines imposed for violating the law through the period from the last licensing until the date of the transferring of the registry and then present what proves the fulfilling of taxes and fees due on the vehicle and other financial sanctions, beside what proves the amendment of the insurance document against vehicle accidents and examining the vehicle to verify the compatibility of data installed with the license and its papers and shall write down the result of the conformity on the form prepared for that purpose.​

Main parts

  • The vehicle's main parts according to the provisions of article 17 of the law are the base, engine and body of the vehicle. A fundamental change in vehicle description is considered a change in the data stated in the vehicle license in its form, descriptions and color as well as any other fixed statement in the license. 
    When changing one of the essential parts of the vehicle, the following is required:

    • The replacement part shall have the required durability and security conditions and shall be of the same brand as the damaged part.
    • For the change of base (Chassis), the change must be for the entire base and not for a part thereof. If the base is made up of several parts, part of it may be changed if it is damaged. In any case, the change shall be made by the manufacturer or one of the authorized authorities in this field from the Ministry of Industry.
    • The base (Chassis) and the body of the vehicle (Carouser) may not be changed together.
    • The change of the motor when it is necessary to change, doesn't lead to change in the places in which it is installed within the vehicle according to the original design.
    • The competent traffic department shall be notified before any change is made to examine the vehicle.
    • When the main part is changed, the transfer of ownership of the replacement part document shall be submitted to the owner of the vehicle, provided that it is one of the documents accepted according to the article no. 214 of this regulation.
    • If this part is new, the certificate of the manufacturer that made it in the country shall be presented or the customs release certificate shall be submitted if it is imported. 
      In case it is used, if it is imported, the customs release certificate shall be presented; if it is not imported the original statement of the vehicle shall be presented with a certificate from the competent traffic department, which was licensed from in its last licensing. 
      In all cases, the number of this part shall be taken if it is stamped and verified in the technical examination report. If it is not stamped, it should be stamped by the competent traffic department, accompanied by the distinctive character of the governorate and stamp date. In both cases, the place, number and date of the stamp shall be clarified within the technical examination report. 
      The number must be checked and matched at each technical examination or conformity check.​


Taxes and Fees
Taxes and Fees


  • You can refer to your Traffic Guide to know the taxes and fees imposed on special cars. 
    Vehicles and driving licenses shall be subject to the taxes and fees specified in the schedule annexed to this law and shall be fulfilled in advance and completely. 
    However, they may be paid in advance in installments not less than three months each one for the operation licenses of the transport vehicles, joint transport vehicles, non-agricultural trailers and passenger cars other than those ones used for transporting student. 
    The period for which the tax is issued shall be applied from the date of the discharge of the metal plates for the vehicles and for the driving licenses from the date of their discharge. 
  • The person whose vehicle is license and considered its owner shall be committed to pay the taxes and fees prescribed in this law, as well as from which the transferring of ownership thereof as long as the registration is not transferred in accordance with article no. 19 of this law. 

    If the licensee fails to pay the taxes and fees on the dates specified in article no. 22 of this law due on the vehicle and did not return the metal plates, the following day shall be due on the vehicle for taxes and fees due for one full year or for at least three months for the vehicle in respect of which the installment may be imposed, and an additional tax of one third of the annual tax payable thereon shall be levied  
    if the licensee requests to re-license the vehicle during the period for which the original and additional tax was paid, whatever the metal plates is withdrawn or not. 
    If the licensee request to relicense after the renewal date, the new licensing procedures shall be followed after the fulfilling of taxes and fees due from the date of expiry of the license plus an additional tax of one third of the annual tax due up to a maximum of five years 

    In case that any vehicle is driven on the public road without a license, it shall be administratively controlled and is due for the full annual tax, from the date of purchase or from the date of its entry into the country or from the day following the expiry of the previous tax as the case may be, also additional tax is worth about one third of the annual tax from the expiry date of the license and maximum of five years for both the original tax and the additional tax.

 
If the owner of the vehicle cannot prove the date of purchase or the date of its entry into the country, the tax shall be paid in full from the date of the year of manufacture up to the date of control up to a maximum of five years and the additional tax stated in the preceding paragraph shall be paid. He shall benefit from the rest of the period for which the tax is paid. 
The provisions of article no. 14 of this law shall apply to the vehicle's driver.

If the change referred to in article no. 17 of this law increases the taxes and fees payable on the vehicle, the difference shall be due to the period from the date of notification of the change to the end of the tax period. 
If the procedures specified in the mentioned article are not completed, the gab shall be paid due to the full license period as a year, and an additional tax of one-third of the annual tax payable after the change. 

If the licensee dispenses with the license of the vehicle and refunds the license and the metal plates to the competent traffic department, he shall re-have part of the tax paid for the vehicle for the remaining period of which the tax is issued, away from those paid parts of the month.

The following ones shall be exempt from the taxes and fees prescribed by this law:

  • Government, local councils, and public bodies' vehicles that are not being paid
  • Vehicles of Arab and foreign diplomatic and consular authorities and vehicles owned by their Arab or foreign employees and their families within the limits determined by the Minister of Interior in agreement with the Minister of Foreign Affairs and on condition of reciprocity
  • Vehicles of international bodies and their agencies, Arab or foreign authorities and their Arab or foreign employees, who are exempted according to the in force international agreements in the country
  • Vehicles owned by the League of Arab States, its branches and accredited delegates and employees in accordance with the agreements concluded in them and forced in the country
  • Vehicles belonging to Arab and foreign missions and bodies and to some Arab or foreign figures which the Minister of the Interior decides to exempt at the request of the Minister of Foreign Affairs
  • Ambulances designed for general aid purposes
  • Vehicles of charitable associations, which shall be determined by a decision of the competent governor in agreement with the directorates of social affairs in the governorate
  • Animal welfare associations designed to transport diseased or infected animals
  • Vehicles designed to be driven by the handicapped and they drive them themselves
  • Agricultural tractors and related machines for agricultural production service
  • Vehicles owned by passers-by and tourists licensed to drive in their countries of residence for a period of ninety days from the date of entry into the country when insured from civil liability arising from accidents in the country 

    It may be licensed again after the passing of this period of time after fulfilling the taxes and fees. Also, the tax may be paid in installments not less than three months each, and this shall be applied if the owner submits a request to leave the country after the expiry of the said period. If the vehicle is seized after the expiry of the period of 90 days without licensing, tax and fees will be imposed due as worth in additional tax value of one - third of the secondary tax payable. For the owner to benefit from the rest of the period of paid tax and fees when applying for the vehicle's license.  
    The members of Arab and foreign diplomatic and consular authorities and their Arab or foreign employees and their families within the limits determined by the Minister of Interior in agreement with the Minister of Foreign Affairs, are exempted from the special driving license fees.
    Persons with disabilities are exempt from special driving license fees 

    Each tax payer may re-have the taxes and fees paid in accordance with this law if it is found to be unfulfilled, in whole or in part, when he submits an application to the competent traffic department within three months of payment accompanied by the needed documents for fulfilling the taxes and duties unless his right of getting the money back will be cancelled.  It may be sent upon request by registered letter with acknowledgment notification of receipt when sent in time. 

    If the original and additional taxes and the fees prescribed in this law and the financial penalties imposed for violating the provisions thereof are not met, the administrative reservation on the vehicle shall be done due in accordance with the relevant law. 


If the vehicle is not found or the sale result does not meet the required amounts, it may be collected by executing the other receivables according to the law. 
This shall be applied to fines imposed on a licensee for driving this vehicle according to this Law. 

Each vehicle is required to work in accordance with the provisions of the public mobilization law. Its license shall not be valid from the date it is placed at the disposal of the competent authority and its owner shall be exempted from the renewal procedures and the fulfilling of taxes and fees. 
If he wishes to operate it after having it back, he may benefit from the taxes and fees paid for a period similar to the period during which the license was suspended. 
However, if he dispenses it, he may re-have the taxes he paid for the period of suspension of the license so that it is not less than thirty days if he requests it within 90 days from the date of returning the vehicle to him.

Any vehicle seized in accordance with the provisions of the General Packing Law shall be revoked from the date of its seizure. The owner of the vehicle shall have the right to request re-having his tax duties for the remaining period of the license not less than one month if requested within three months from the date of seizure of the vehicle. The refund shall be deducted from the calculation of the period for which the tax is refunded for the parts of the month.​

Tax Table

Taxes imposed on rabid transport vehicles: 

(A) The taxes for the vehicles set forth shall be the following if the fuel used in operating its engine is clear gasoline is in the following manner: 

  • 15 pounds per year for cars with a capacity of engines less than 1000 cm 3
  • 18 pounds per year for cars with an engine capacity of 1000 cm 3 and not more than 1300 cm 3.
  • 30 pounds per year for cars with engine capacity exceeds 1300 cm 3 and does not exceed 1600 cm 3.
  • 50 pounds per year for cars whose engine capacity exceeds 1600 cm 3 and not more than 2000 cm 3
  • 90 pounds per year for cars whose capacity exceeds 2500 cm 3

B) The commercial license fees shall be fifty pounds (50 pounds) annually and the temporary license fees of one pound (1 pound) per day.

(C) The needed taxes on a single tractor or an agricultural trailer and for each wheeled vehicle that is on the road and is not intended to transport persons or objects shall be two pounds (LE 2) per year.

(D) Trailer's vehicles taxes. These taxes shall be calculated annually upon the trailers shown below:

C- An increase with 50% of the taxes to be paid for special cars and caravan vehicles attached to special cars, taxis and passenger cars, except for students' transport and a motorcycle which is not intended for the carriage of goods and objects. The proceeds of this increase shall be transferred to the General Treasury.
