Cases of traffic violations settlement and its procedures

Article (374):

Traffic violations may be settled through immediate paying of twenty five pounds' fine, and the competent traffic officer solely shall file a conciliation in the following conditions:

  • The use of high beam headlights or bright lights for purposes other than those specified;
  • The vehicle stops at night in dark places at public road with the dim headlights, taillights, or light reflectors turned off;
  • The vehicle is operated at night with headlights, taillights, or light reflectors turned off, even if they were not in use because they were not attached in the vehicle, or attached but need to be fixed;
  • The driver allows persons to sit on the vehicle surface while being operated;
  • The driver fails to abide by the right side on a two- way road;
  • The driver fails to abide by traffic lights, or complies with traffic cop's traffic regulating instructions;
  • The incompatible conditions set for transport vehicles about weight, length, width, or height;
  • The Use of horn continuously, or otherwise than as a reasonable warning. Beside in case the traffic police finds its usage unnecessarily and unreasonably , according to this regulation article (12);
  • The use of flashlights, horns in an annoying manner;
  • The honking of the horn despite its prohibited conditions stipulated by this regulation article (13);

Article (375):
Pedestrian's violations may be settled by an immediate paying of five pounds fine in the following cases:

  • The failure to use pedestrian's pavement where existed;
  • The failure to use pedestrian's marked crosswalk where existed;
  • The breakthrough of military, disciplinary groups led by commander, or other permitted marches.

Article (376):
All cases of violations registered in the last two articles may be settled save for violations committed by :

  • Armed force men, violation shall be transferred to competent military prosecution unless they pursue conciliation and pay the exact fine;
  • Public transportation drivers (bus-tram-metro) to avoid impeding the movement of traffic, and hampering vehicle to service the public. Nevertheless, they have the right to pursue conciliation and pay the exact fine within the date determined in this regulation article (378);
  • Violators who commit plenty interrelated incidents, conciliation may be pursued to some incidents but not to others;
  • Foreign and Arab Members of the diplomatic and consular corps.

Under all conditions, it is sufficient to issue a violation report on traffic model 125. All legal proceedings shall be taken against violators who did not pursue conciliation.

Article (378):

In cases where the vehicle or the driver is stopped for one of the violations detailed in this regulations articles (374,375), the driver is immediately informed with committed violations, and advised with conciliation. In case conciliation is pursued, the exact fine specified by law shall be paid, and either the issued official report or the collected paid fine shall be delivered to the competent prosecution within three days at most from the date of collecting the fine. In case conciliation is denied, the refusal is stated in the violation report, and the report is delivered to the competent prosecution.

Article (379):

The conciliation procedures of vehicle/driver violation shall be applied to all governance, yet the conciliation procedures of pedestrians shall be solely applied in places approved by the competent governor after consulting the corresponding people's assembly. Ministry Of Interior shall be responsible for providing necessary registers, documents, and files to establish this system, and set the timing of its implementation in coordination with Ministry of Justice.
