Article (287)
Driving schools and centers shall be established, with an authorization from the General Department of Traffic and after approval of the competent traffic division, where the school or center are located and fall under its jurisdiction, and that may not be practiced unless by those who are licensed by the competent traffic division.
1 – License for Driving Instructor’s
Article (288)
The license for driving instruction requires the following:
- Obtain a license that is compatible with the type of vehicle they wish to teach driving, no less than the Third Level Driving License, for that to have passed at least 5 years, and to be able to teach the principles of driving theoretically and practically.
- Acquire the knowledge of cars mechanics, in order to be able to teach.
- Acquire the knowledge of the Traffic Law and its Executive Regulations, as well as traffic rules and principles.
Article (289)
The requester shall apply for an instructor’s license with the set application in the competent traffic division, with the following attachments:
- A valid document of ID and residence place.
- The mentioned driving license, for it to be valid.
- A certificate that certifies the requester’s enrolment in a driving school, and the license of operating/driving.
The competent traffic division shall run its tests in driving principles, basics of mechanics, and traffic rules and regulations for instructors.
Article (290)
The requester shall they passes the test and fulfill the needed procedures, they shall be granted the license after paying a fee of 1 EGP, and the title of the driving school or center shall be put to the license, as well as the type of the granted license and the type of the driving license granted to them with their photo attached to it.
Article (291)
The driving instructor’s license shall be valid for 5 years stating the date of its issuance, and it may be renewed within a period of 1 month of its expiry, with the same procedures and with paying an amount of 1 EGP, as well as providing valid documents of paying the fines for violating the provisions of this law and this regulation. The license shall be held during teaching and it shall be provided to police men and traffic personnel whenever asked.
Article (292)
The instructor shall always sit next to the student during learning, and there shall be no one in the car but the instructor and their student, and the instructor shall be held responsible in case of violating the stipulations of this law as well as this regulation, and they shall consider teaching in non-crowded areas, which are set by the traffic division, which shall be provided in their teaching license or in the driving school or center.
2 – License to Establish A Driving School or Center
Article (293)
Those who are authorized to establish a driving school or center are required to obtain the following requirements:
- They must be not less than 21 years of age.
- They must be of good conduct and reputation, and must not have been convicted of an offence prejudicial to honor or integrity.
Article (294)
The space that is occupied by the school or center must meet the following requirements:
There should be enough space for theoretical, practical, and training on driving, and enough class rooms that are dedicated to theoretical and practical studying, as well as a place for the administration that is separate from teaching halls, and the place must meet the health measurements and the needed facilities that are compatible with the number of students.
Article (295)
The school or center must have the needed visual aids and the equipment needed for training, and there shall be at least a number of 2 cars that are dedicated to teaching, for each car to meet the following requirements:
- Driving control system for the instructor, in which they can control the vehicle during teaching.
- Brakes system for the instructor.
- Signs that are kept with the instructor.
The car used in learning must have 2 signs; one on the front body of the car, and one on the back, written on them with big and clear writing “Learning”
Article (296)
The training staff must be of high competence, and of proper theoretical and technical knowledge, and for the driving school or center to have a director responsible for technical and administrative affairs, as well as keeping the regularity of studies, and keeping the terms of licensing, and they must be of good conduct and reputation, and must not have been convicted of an offence prejudicial to honor or integrity.
Article (297)
The request for establishing a driving school or center shall be provided on an application that is set for that purpose in the competent traffic division, along with the following attachments:
- A valid document of ID and residence place, and the owner’s criminal status record as well as the manager’s, unless the owner is also the manager.
- An architectural plan of the school site, as well as the components of the building, and the places for theoretical and practical training, that is certified by the Housing and Construction Department.
- A document of the cars, and they shall be licensed to drive, as well as the needed devices and equipment.
- Training curriculum.
- Name of manager, and the training staff, with clearance of their qualifications and experiences, and documents state their legal eligibility.
- Insurance documents for car accidents arising from teaching the other, or for the students
Article (298)
A committee made of the competent chief of the traffic division, or their deputy, and an engineer from the division shall inspect the place set for establishing the center or school, and its devices and equipment, in order to verify the availability of the needed conditions. The head of the division shall send what is finalized by the committee, as well as all the documents and papers related to the license to the General Department of Traffic.
Article (299)
The General Department of Traffic shall issue the license after verifying all the needed conditions, and after the requester pays the license fee that is an amount of 10 EGP, and the license shall be valid for 1 year, and it may be renewed during 30 days at most as of its expiry, and it shall be renewed after completing the same procedures and after paying the renewing fees that is 10 EGP per year.
Article (300)
The training curriculum in the driving school or center shall include the following:
A – Theoretical:
- Traffic law and its executive regulation.
- Traffic rules and regulations, and types of signs.
- Driving principles.
- Basic mechanics of cars.
- Competent knowledge about the first aid kit.
B – Practical:
The Head of the General Department of Traffic may add to the training curriculum what they see needed for the subjects, and the training curriculum may not be adopted unless after the General Department of Traffic’s approval.
Article (301)
The training hours for the theoretical and practical study shall be specified for obtaining the mentioned license, for that to be not less than what is given in the following chart:
Type of driver’s license – Practical training
- Private cars driver’s license 12 hrs – 3 hrs
- Third level driver’s license 15 hrs – 30 hrs
- Second level driver’s license 20 hrs – 30 hrs
- First level driver’s license 30 hrs – 30 hrs
Article (302)
The test for the students located in the traffic division’s jurisdiction, may be done by a committee headed by the competent head of the traffic division, or their deputy, and by membership of one of their engineers, and they shall participate in testing the student in the different subjects, and the committee may seek the assistance of an instructor of the school or center when needed. They shall be tested in all subjects orally, and tested in driving practically, for the practical test to be in the competent traffic division’s premises in the set times, and the test shall be graded with grades (A – B – C – D – E), and the student may not be pass the test unless they get a total of B grade in oral subjects. Practical driving, on the other hand, is graded according to the same system stipulated in articles (264, 265) of this regulation.
Article (303)
The students, shall they pass the theoretical subjects and fail in the practical test, they may apply for taking the test again after a certain time set by the committee, however, in case they pass the practical test and fail in the theoretical subjects, they make retake the test after expiry of the period specified to them by the committee, which shall not be less than 1 week.
Article (304)
Upon request, the students who passed the exam, may be granted the driving license, which were they tested in, after providing what states the availability of all the needed conditions according to the law, to get their license, in the manner specified in this regulation.
Article (305)
The school or center management shall prepare records to add the students’ names, their residence, the time they’ve spent in studying, and the test grades, and there shall be a record for each student, attached to it all the documents and notes related to them, as well as photos of the given certificates with the test grades.
Article (306)
The General Department of Traffic and the competent traffic division shall inspect these centers and schools, to verify the continuity of keeping the terms of licensing, and the regularity of studies. In case the inspection reveals administrative and technical violations; the head of the competent traffic division, may suspend the validity of the license for 15 days, and the Head of the General Department of Traffic may revoke the license for 1 month at most, after running the inspection and the hearing of head of school. In the case of a repeat offence during 6 months, the suspension of the license shall last for 1 month, with a warning of permanent revocation in case of recidivism, and practicing teaching shall not be allowed in cases of suspension or revocation of the license.
Article (307)
Government bodies, local government units, public institutions, public corporates and thier branches that work in road transport for passengers and goods or related to manufacturing or fixing cars, or the ones that need a huge workforce, may build special centers for training its workers or prepare them for working there in leading, for the committee of the competent traffic division to test them according to the terms mentioned in this regulation, and they shall be granted a temporary authorization of the license according to the stipulations of this regulation, and they are allowed to drive the vehicles belonging to the entity that trained them solely, and they shall not be granted the final license unless after 5 years as of the date they pass the exam. These entities shall be exempted from all procedures after fulfilling all the needed technical terms in the cars, as well as the teachers, and with the study area, and the competent traffic division and the General Department of Traffic shall be notified with their work.
In case of teaching the other, all special regulations must be preserved when establishing a driving school or center mentioned in this regulation, and acquiring the Head of General Department of Traffic’s approval after reporting to the competent traffic division, and the license shall be valid until he General Department of Traffic gets notified to deactivate it.
Article (308)
Companies and private institutions may establish driving centers for their workers, whom they need to work as drivers, and that is after obtaining the competent license from the General Department of Traffic after reporting to the competent traffic division, and after fulfilling all licensing terms mentioned in this regulation.
3 – International and Foreign Driving Licen
Article (309)
The international driving license carried by foreigners and Egyptians which is issued abroad, shall be valid according to the 1968 Vienna Convention, within its validity, and its carriers may drive vehicles according to what their license allows them to drive, and it is not credible to renew the license abroad, during the existence of the holder in the country. The holder of this license may get the private driving license mentioned in item (1) of article (34) of this law, in case they meet the terms stipulated in article (35) of this law, with exemption from the technical test in driving, and the test in the rules and principles of driving. Foreigners holders of a valid driver’s license issued by their countries may obtain the special driver’s license mentioned in item (1) of article (34) of this, if they meet the terms stipulated in article (35) of this law with exemption from the technical test in driving and the rules and principles of driving on condition of reciprocity.
Article (310)
Driving licenses issued by the competent authorities in the Arab League States apply if they do not exceed their expiry in the countries where they were issued and on condition of reciprocity. Its holder while in Egypt may drive the types of vehicles permitted by the license, and the license shall not be renewed abroad while its holder is in the country. The holder of this license may obtain an equivalent license to the original one if they meet the terms stipulated in article (35) of this law with exemption from the technical test in driving and the rules and principles of driving on condition of reciprocity.
Article (311)
The license requester when they are applying for an Egyptian driving license according to the cases stipulated in the previous two articles, must fulfill the following:
- Provide an Arabic translation to the international or foreign license, certified from the Translation Department of the Registration and Documentation Authority.
- Passport or the residence permit for identification and age.
- Provide a valid certificate from the place where they reside or any other document that proves their residence status, at the traffic division after investigating the validity of the information via the residence department at the Passports, Immigration and Citizenship Administration.
- Provide a certificate issued by the Security Authorities of their country, where it provides the provision of item (5) of article (35) of the Law, for it to be certified by the competent entities of their country, as well as the Egyptian Ministry of Foreign Affairs.
In all cases, the competent traffic division shall get other competent security agencies opinions’ before granting the license, and after finalizing all procedures needed as well as paying the fees of granting the license.
Article (312)
The driver’s licenses stipulated in items (1), (7) of the law shall be granted to members of the diplomatic and consular corps as well as foreign employees working in embassies and consulates in addition to their families whom hold valid driver’s license, whether it was issued from the competent authorities of their country, or issued from international authorities, with exemption from some or all the conditions stipulated in items (2), (4) of article (35) of the Law, according to what the Ministry of Foreign Affairs on the basis of reciprocity.
Article (313)
Automobile & Touring Club of Egypt issues the international driver’s license outlined in 1968 Vienna Convention on Road Traffic.
Requirements:
The requester must be of Egyptian nationality or a foreigner residing in Egypt, while applying for obtaining this license.
To be a holder of at least a one year valid driver’s license issued according to the provisions of Law number (66) of 1973 as amended.
An approval from the General Department of Traffic with the validity of the information of the Egyptian licenses.
Article (314)
The international license shall be granted according to the type of license and the issued duration of validity according to the provisions of this Law, and according to the provisions of the convention on the specified template in the convention. This license may not be used for driving in Egypt. The fee for obtaining this license is 4 EGP. The mentioned club may get the cost of issuing the license which may not exceed 4 EGP.
