Vehicle's safety and Durability Conditions

Article (133):
The vehicle should be identical to the original automotive design put by the manufacturer, its parts should be durable, faultless and securely fastened. Generally, the vehicle should be in adequate condition. Safety and durability conditions entail conditions of all and every vehicle and/or its parts listed in this regulation.

Conditions of rapid transit vehicles:

Section one: The general conditions

Article (134)
The Chassis:
  • The vehicle chassis should be made of steel or any other metal compatible to the technical conditions and the original automotive design put by the manufacturer, it should be durable, intended for heavy duty.
  • It is not allowed to weld or joint the chassis, yet it is permitted to perform incomplete partial roundness welding for the chassis' enhancement upon technical conditions and without affecting its pre designed condition.
  • The chassis length from rear wheel axis should not exceed 50% of the length between wheels axis, the measuring of the chassis should be from amidst of double axes. The percentage may be increased only if the chassis is designed by the vehicle's manufacturer, and it does not affect the vehicle's balance.
  • When manufactured, the chassis number should be stamped thereon. If the vehicle is imported and the chassis number is attached on a plate or the vehicle's body, the traffic unit of access points should stamp the number, the distinguishing letters of the competent traffic unit, and the stamp date. The chassis local stamp should be registered on the report of technical inspections or customs clearance. The stamp of the locally manufactured vehicles should be on the chassis from the manufacturer.
  • The stamped chassis number should be clear and correct in every technical inspections or conformity inspections.

Article (135):
The rims:
The wheels rims should be made up of metal. Its size and durability should conform to the automotive design and axis. The welding of the rims is not allowed.

Article (136):
Tires:
The hollow rubber tires should be in adequate conditions to avoid slippery on roads, the minimum legal tread depth is 1.5mm within all principal grooves.
The tire's size should conform to the automotive design, tire's axis & rims. The tires should be securely fastened and bear the vehicle's maximum weight.

Article (137):
Suspension:
The vehicle should be equipped with complete suspension system for all vehicles axles, the system should have the same flexibility and solidity. It is designed to absorb shock, reduce shimmies, and bear all cargos in accordance with manufacturer's automotive design.

Article (138):
Tire's axis
The tire's axis should be balanced, fastened where designed by the manufacturer. The tire's axis should not be over loaded, or welded. No awkward sounds are produced.

Article (139)
Brakes:
Each of the two brakes should operate independently, control the vehicle, and stop it completely. The effect of the brakes should be equal to front and back wheels. The vehicle should have the following brakes:
  • Service brakes: can be mechanically operated, air pressured, fluid pressured, or by any other safe mean. The impact of the service brakes extends to all tires

In cases where the brake is air pressured, the vehicle should be equipped with a nanometer device. The air compressor tank is equipped to operate emergency brakes for minimum (5) successive times without reducing pressure causing the loss of brake efficiency.
Other cases where the brake is fluid pressured, hoses and pipes should be faultless and durable to assure no filtration.
The electrically operated brake should be operated continuously even during power cuts by its own power source.

  • Parking brake: can be operated with the driver's hand or foot. The brake should affect at least one axis wheels. Brake lines should allow the free movement between locomotives /tractors and a trailer/semi- trailer.
Article (140):
The vehicle engine:
It should conform to the following conditions:
  • The durable engine should conform to the manufacturer design, and meets purposes for its use with maximum weight. The minimum net power ratio of the engine to the maximum weight of the vehicle (trailer/truck trailer with (locomotives) is 5 horses per one metric ton.
  • The engine should be in adequate condition with no continuous heavy smoke emission that causes environment pollution, traffic impediment, or annoy road users, in accordance with the executive regulation for environment act (4)/1994.
  • The engine is securely fastened on suspenders, and the hood should be faultless and enclosed tightly.
  • The engine number is stamped thereon. In cases where the vehicle is imported and the engine number is stamped elsewhere, the competent traffic unit should stamp the number, the distinguishing letters of the governance competent to the traffic unit, and the stamp date. In such condition, the engine number, place of stamp, and its date should be registered on the report of technical inspections. The authenticity of the engine number and its correspondence shall be checked in each technical inspection or conformity test.

Article (141):
the fuel system:
The fuel system should comply with the following conditions:
  1. The fuel tank and fuel system connectors should be durable, and faultless to avoid Fuel Leakage
  2. The fuel tank cap should be tightly closed and distant from the exhaust pipe.
  3. The tail pipe should be securely fastened, durable, adequate, and valid for use, No awkward sounds are produced.
  4. In cases where the fuel vehicle is operated by natural gas instead, the conformity certificate to conditions of durability and safety should be issued from an authorized competent company.
  5. In cases where the vehicle is operated by any other power rather than fuel, it should be operated in accordance with the design put by the manufacturer.

Article (142):
Refrigerant Circuit:
The refrigerant circuit should be safe, accurate, and adequate. Its parts should not allow water/vapor leakage. In cases of air cooling, the turbines used should be adequate and valid for use.

Article (143):
Steering Gear:
  1. The steering gear connections should be in adequate condition and faultless. It enables the driver to direct the vehicle in smooth, fast and easy way. It is not accepted to change steering gear specifications in favor of specific qualifications acquisition.
  2. The steering gear is in the left side of the vehicle. However, the MOI may grant temporary permit to be on the right side on strict conditions, the driver shall stick a badge (a hand crossed out in white inside a red circle) on top of the back left of the vehicle.
  3. In cases where the vehicle is designed to switch the steering gear from right to left, it may be permitted to switch the steering gear on condition it is done under supervision of an authorized competent entity safely and securely.

Article (144):
Transmission and lifting gear:
  1. The transmission gear should be steady and heavy duty, upon its operation no awkward sounds are produced.
  2. The lifting gear should be gathered to facilitate their usage without distraction.
  3. The vehicle is equipped to avoid the loss of the shaft cardan if dismantled.
  4. The vehicle is equipped with adequate valid Speedometer Sensor.
  5. The vehicle, whose weight is over 250 kilos, should be equipped with back motion sensors.

Article (145):
Vehicle Electrical System:
  1. All wires and cables should be in adequate condition, completely insulated, technically connected, and free of rust.
  2. The battery should meet the vehicle's requirements, fastened in its safe box. In cases where the battery is placed outside the vehicle's body or under the chassis it should be hermetically sealed.
  3. Every electrical circuit should be supported with a fuse to open/close circuit current whenever needed.

Article (146):
The Vehicle's Body:
  1. The vehicle's body should be in adequate condition and securely fastened.
  2. The design of vehicle's body shall grant the driver full front, right and left vision and guarantee a safe driving.
  3. The fenders should be securely fastened.
  4. Vehicle's windows and doors locks should be in adequate condition.
  5. Vehicle's floor should be insulated with rubber or the like.
  6. Vehicle's seats should be in adequate condition with seat belts.
  7. Vehicle's glass should be triplex safety glass or the like. it is not allowed to attach any materials thereon
  8. The windshield glass :
    • Should be made of laminated safety glass to avoid wounds once broken.
    • Should be transparent to afford full vision and save eye sight.
    • Nevertheless broken, clear vision is granted.
    • The vehicle is provided with mobile sun visors.

Article (147):
The ratio of the total width to distance between the rear wheels is 100:70 to sustain the vehicle balance.

Article (148):
The Automobile Lamps should be in adequate condition, and valid for use and meet the following conditions:
  • أAutomobile Lamps: each vehicle should have head lamps that extend to 150m at least beside another flasher that spread lights forward and downward for minimum 30m. One lamp is sufficient for motorcycle. Fog lights with yellow beams may be fastened to front downward of the vehicles to be used in fog cases within the city or outside.
  • Each vehicle should have small white/yellow lights in both front sides, together with small red lights on both rear sides. It is recommended to place both front and back lights where the vehicle's width from front to back is seen from distance 300m in clear nights. It is sufficient to fasten one front /back lamps for motorcycle.
  • The vehicle is provided with white lamp to lighten the back vehicles' plate together with one red light at the tail of the vehicle that is connected to its brakes.
  • The sign lights: each vehicle should be provided with side sign lights that spread light pulses to declare the direction where the vehicle heads to so that the sign lights are clearly seen front / back and day/night.
Article (149):
Reflectors:
Each vehicle should be provided with two red identical rear reflectors that are clearly invisible at night in clear weather from distance 100 meters at least whenever exposed to lights. For motorcycles, only one rear reflector is required. All reflectors should be in full conformity with design put by the manufacturer, and meet purposes for their use.

Article (150)
Horn:
All vehicles should be equipped with clear horns, various tones/ sirens are not permitted. The usage of horn should not be harmful to environment, or cause disturbance to road users. Horns should be used whenever needed only, and in accordance with article 69 of provisions of law & articles (12, 13) of this regulation.

Article (151)
Rear- View Mirror:
Each vehicle should be provided with mobile rear-view mirror to allow the driver to see rearward. Tucks, buses, and hearses should be provided with left wing mirror in the driver's zone of vision.

Article (152)
Windshield Wiper:
Each vehicle with front glass (especially cars) should be provided with automatic windshield wipers and meet purposes made for them.

Article (153)
Bumper:
All vehicles should be equipped with front/rear bumper. Bumpers should be durable, faultless, and securely fastened to meet purposes set for them. Bumper should be in full conformity with the design set by the manufacturer.

Article (154)
Vehicles should be painted with harmless permanent painting (automotive lacquer or likewise).

Article (155)
Fire Extinguisher:
Vehicles are provided with fire extinguisher according to Egyptian standard specifications (734/1992) without commitment to certain brand name. Fire extinguisher should be valid, useable. Vehicle license specifies fire extinguisher in use, and each vehicle is provided with suitable type of fire extinguisher:
Tank trucks to transport liquid gases, Petroleum liquid, other trucks , and Non-agricultural tractors with trailer. Equipped with 2 dry powder fire extinguisher type (a. ( a.b.c) with minimum weight for each 6 kilos.
Pick up cars and cars with maximum 3 tons Equipped with one dry powder fire extinguisher type (a.b.c) with minimum weight 3 kilos.
Buses Equipped with 2 dry powder fire extinguisher with minimum weight for each 6 kilos least.
Private cars, cabs, hearses , and agricult agriculture trucks Dry powder fire extinguisher with minimu minimum weight one kilo.


Please advice competent fire authorities for other types of fire extinguishers that are attached to abroad vehicles. Fire extinguishers shall be examined for its validity among the issuance of the vehicle's first license procedures, and on each vehicle's technical examination. Post examination, competent traffic unit shall issue a validity certificate for the fire extinguisher with cost 3 pounds for preparation and printing thereof.


Second section: Special Conditions


Private Cars

Article (156)
Private cars are designed in the first place to accommodate 9 persons rather than the driver, 50 cm of the front seat length is designed to the driver, 35 cm for each person, that the seat's dimension, together with its back from the mid of the width and closed doors whichever is lesser. The private car is equipped with salon according to the design set by the manufacturer. The front/back seat width shall not be less than 45 cm, with back's thickness 10 cm. the distance between the surface of any seat and the surface of the car is 85 cm, the vehicle is licensed with the maximum number of persons accommodated together with the driver.

Caravan:

Article (157):
The caravan specifications:
  1. Its axis should be maximum 2
  2. Its dimensions :
    • 5 m height
    • 2,5 width
    • The total height from the ground surface is 3m.
  3. The total length for the car and its attachments is 12 m.
  4. The vehicle's attachment is equipped with brakes in accordance with article 139 of this regulation.

Cars for Disabled People

Article (158):
The vehicle is equipped with sufficient competent equipments to offer safely driving for the disabled, in accordance with the technical specifications, and in the light of the driver's medical report.

Taxicabs

Article (159):
Specifications of the taxicab:
  • The seats are set accordingly one after the other, in the same direction as of the vehicle. The width of the front/back seats is not less than 45 cm, the thickness of their back is not less than 10cm, the height between any seat and the surface of the taxicab is not less than 855 cm. It is permissible to have one seat set in the reverse direction of the vehicle on condition keeping the full conformity with the design set by the manufacturer.
  • The vehicle is with two sided doors at least & with minimum width 50 cm. If the vehicle is designed with three rows or more, it is provided with three doors (two of them must be on the right side); the front right door width is 50 cm, and the rear right door width is 90 cm. It is conditioned that the second row of the taxicab is removable totally or partially. In case there is a side passage, its width is at least 40 cm from the backside of the first row till the front of the last raw, the width of the second back door is 70 cm at least. Taxicab with sliding mesh gearbox that is used in deserts are excluded from the two right door condition.
  • The taxicab with taximeter is provided with a plate on top of it to be lit at night when no passengers were therein.
  • The taxicab is manufactured no earlier than 10 years including the manufacturing year, as for taxicab licensed for the first time.

Article (160):
The capacity of the taxicab with taximeter is 7 persons rather than the driver. As for taxicab that is licensed to drive persons between two governances or more, passengers are within (5-15) rather than the driver. As for taxicab that is licensed to drive person within the same governance (service) the passengers should not exceed 17 rather than the driver. 50 cm is designed from the height of the seat and the back from the amid width and the closed door.
If the seats are in two or more rows, their dimensions shall be as follows:
  • The distance between the closest point of the steer wheel and the front seat head restraint is 35 cm.
  • The distance between the back of head restraints of the front seat and the middle seat is 70 cm.
  • The distance between the back of the middle head restraints and the end of the back head restraints is 85cm
  • The distance between the seat rows is 35cm.
  • The distance between the closest point of the steer wheel and the back of rear seat head restraint is 200 cm.
The width of the middle seat is at least 35cm. the cooperative associations of transport passengers in governances may allow taxicabs to transport passengers within governance without maximum capacity, as long as the car can tolerate such capacity upon competent traffic unit.

Article (161):
The competent governor- upon approval of local people's assembly- may decide the color of the taxicab with taximeter in each governance in accordance with the traffic general department.

Article (162) :
Taxicabs that are designed to transport passengers among governances are confined to taxicab regulations with consideration to the following:
  • Taxicabs that are designed to transport passengers among governances are excused to install taxi meter in governances where taxi meter cannot be installed.
  • Taxicabs that are designed to transport passengers among governances shall fasten roof Rack to carry passenger's luggage.
  • Taxicabs that are designed to transport passengers among governances should attach the relevant notification stated in article 104 of this regulation on both sides & on backward in a circle. Traffic general department shall determine the dimensions and color of this circle.
  • Such cabs shall have a private parking areas at cities where they start, resume their activities. The relevant governor shall determine and organize work duties. Drivers of These Taxicab shall wait in these areas to pick up passengers; other cabs are not permitted to park in these areas, or pick up passengers.
  • The relevant governor shall issue a resolution of taxi fare for the ride upon consultation of the local people's assemblies.

Companies of tourist activities shall be licensed –upon provisions of law 38/1977- to operate taxicabs for such activities in one governance or more, in this case provisions of items 1,2,3 of the first paragraph of this article shall be applied beside:
  • The acquisition of the ministry of tourism approval for licensing such cabs and upon renewable.
  • The attachment of the trade mark of the competent company on the car body. Traffic general department shall issue resolution about the way of attaching the trade mark of the competent company that owes the car upon consultation of the ministry of tourism.
  • The determination of the taxicab fare upon provisions of this regulation after the approval of ministry of tourism.
  • The taxicab is manufactured before issuing its license by three years at most.
  • The taxicab is designed to pick up 7 passengers or more rather than the driver.

Article 162 (bis):
taxicab with distinctive taximeter is licensed to pick up tourists or others within the licensed governance or among governances upon the following conditions:
  • The new taxicab is manufactured maximum one year ago, and five years later the taxicab is replaced with another new taxicab.
  • The taxicab liter capacity is 1600 cm3.
  • The taxicab is conditioned.
  • The taxicab is operated with digital taximeter upon the set taxi fare by governors in governorates where taxi cab are licensed to operate therein, after the approval of the local people's assembly in each governorate.
  • Governorates that are competent to license such taxicabs shall establish certain bodies to approve the practice of the involved activities according to conditions set in this matter.
  • Governors all shall put – each according to one's own specifications- the necessary procedures to apply the special traffic conditions for licensing such cabs, together with their operation systems according to articles (4,10,28) of traffic law 66/1973, and article(162) of the implementing regulation of the exact law and in the shadow of such resolution.


Fire fighting vehicles:

Article (163):
Fire fighting vehicles shall be equipped with necessary equipment to achieve purposes set for it, all equipments shall be securely fastened, and necessary precautions shall be taken to sustain safety of users. The competent authority trademark shall be attached on the vehicle's both sides. Any needed truck trailers to extinguish fire may be used.

Ambulances and hospitals:

Article (164):

Conditions of ambulances and hospitals:

  • The distance specified to transfer wounded in ambulances and hospitals shall be 180 cm at least, as for ambulance to transfer injured children, such distance may be tolerated.
  • The vehicle is a box-like car.
  • Side windows should be covered with curtains if windows were not tinted or their glasses were not frosted.
  • Beds or stretchers are equipped with anti-slip protection; it is permitted to add an ambulance chair therein.
  • The name of the competent entity together with purposes set for it are attached in the vehicle's sides.

Hearses

Article (165):
Conditions of hearses:
  1. The hearses are box – like cars.
  2. The distance specified to transport the dead in the hearses shall not be less than 225 cm, with width 95 cm at least. The vehicle is well ventilated, and seats are not added therein, the place specified to transport the dead is apart from place of passengers.
  3. The number of passengers are estimated upon specifying 50 cm for the driver, 40 cm for each passenger, it is permissible to add seat behind the vehicle seat on condition the distance between the front of the driver's seat and the back of its head restraint is 25 cm.
  4. It is highly restricted to stick to the following dimensions :
      • the height between the surface of any seat and the roof of the vehicle is 85cm
      • The distance between the nearest point of steer wheel and the front of head restraint is 35cm.
      • The width of any seat is not less than 35 cm, and the volume of its head restraint is 10 cm.
  5. The vehicle is equipped with back door in addition to both sided doors with minimum width 50 cm.
  6. Side windows should be covered with curtains if windows were not tinted or their glasses were not frosted.
  7. The number of the vehicle is attached on their sides together with purposes set for it.

Motorcycle

Article (166):
Motorcycles are in full conformity with provisions of items (133,134,135,136,137,138,140,141,145,150,151,154) of this regulation. Motorcycle may be with four wheels according to the manufacturer design.

Article (167):
The motorcycle is equipped with a lift to save the balance when not operated.

Article (168):
The driver is allowed solely to drive the motorcycle, unless it is equipped with additional seat. The motorcycle is equipped with pedals on both sides for the driver.

Article (169):
Conditions of the motorcycle with sidecar:
  1. The sidecar is safely fastened to the motorcycle.
  2. It is equipped with suitable steadiness sets.
  3. It is equipped with wheels identical to that used in motorcycles.
  4. The motorcycle with sidecar is lifted on wheel(s) that are in full conformity with conditions of motorcycle wheels.
  5. Its dimensions should not exceed the set conditions of the goods box that are listed next article.
  6. It is not permitted to pick up persons for a fare.

Article (170):
If the motorcycle is equipped with box to deliver goods, beside the full conformity with the previous conditions, the box dimensions is as follows:

First: the back box
  • Its height is 150 cm
  • Its width is 120 cm
  • The height of the box together with the motorcycle is maximum 4 m.

Second: the side box:

  • It height shall not exceed the height of the motorcycle
  • Its width is maximum 60 cm
As for both boxes, the height shall not be more than 120 cm from the ground surface, the box with cargos therein shall not hamper the full vision for the driver, and sustaining balance is conditioned.

Buses


Article (171):
Car body shall be manufactured according to the technical requirements of the industry, in accordance with the original design set by the manufacturer to achieve safety, security and comfort of passengers. It shall be made of metal and covered with a rust proof and may be made of suitable wooden materials or what resembles to be reinforced with metal hinges. All screws, nuts and rivets used in steel joints, and all other joints shall be securely fastened. The long and wide bearings shall be made of steel or wood and shall be anchored to the base (chassis) at appropriate angles, while the cross bearings shall be evenly distributed along the base. The floor must be made of wood or of metal with suitable thickness, and shall be covered with sound/ heat proofing materials. The edges of the vehicle shall be made of metal pipes, or of wood reinforced with faultless steel metal joints distributed -according to industry techniques- along the base ,and shall be tightly anchored to the bearings of the floor/ roof of the vehicle. The car body is covered externally with metal sheets with suitable thickness, and is filled internally with metal /compacted wood or likewise.

Article (172)
Doors
Each car must have two doors at least, with minimum door width 70 cm. Air-conditioned cars, private buses, tourist buses and school buses with sufficient ventilation by moving glass, may have one door with full conformity of the previous condition.
Article (173):
Article (173):
The car must be provided with sufficient number of windows that can be opened easily and closed tightly, and their glass is made up of a safe type (Triplex glass or likewise) equipped with curtains. Air- conditioned cars may have fixed glass windows.

Article (174(
Stairs:
Stairs shall be made of corrugated metal or metal-clad wood, and shall be easy to use and strictly matches dimensions of the vehicle's body. The height of the lower level of the ladder shall not exceed 30 cm from the surface of the earth.

Article (175)
Seats and Number of Passengers
The seats shall be tightly fixed to the floor of the car, arranged one after the other, and in the same direction as of the car, except seats located on the wheel bracket. The length of car seat is 40 cm except for school bus seat length is 30cm. The seat width of all buses should not be less than 40 cm, except for school bus seat width is 30cm. The width of the corridor between the rows of seats shall not be less than 40 cm and the seat shall be connected to the backrest as one piece. The distance between The front part of the back seat and the back part of the front seat or any barrier is 25 cm at least, except for private buses, school buses and tourist buses the mentioned distance must not be less than 20 cm and the width of the corridor between the rows of seats should not be less than 30 cm.

Article (176)
The roof of the car shall be supplied from the inside with a grab handle along the length of the car, which shall be firmly anchored to the roof and accessible to passengers. The distance between the floor of the car and the roof must not be less than 190 cm. cars that are not licensed to have passengers standing therein are excluded from such condition as determined by the manufacturer.

Article (177( :
Driver's Place
The driver's place must be separate from the passenger compartment with a safe glass barrier that prevents passengers from connecting to the driver and does not obstruct the vision of the road. The barrier behind the driver is equipped with mobile curtains accessible to the driver to block the interior lighting. As for Tourist transport, the driver's place is determined upon the approval issued by the Ministry of Tourism.

Article (178):
Ambulance Equipment
The ambulance shall be equipped with the necessary first-aid materials.

Article (179)
It is manufactured no earlier than 10 years, including the year of manufacture.

Article (180):
The dimensions of any public transit car with its full capacity shall not exceed the following:
  • Length: double-axle or more 16 meters
  • Width: 2.60 meters
  • The height of the earth is 3.5 meters
  • The height of the bottom part of the car from the ground 20 cm
The Minister of the Interior may decide to excuse all/some of these dimensions if such excuse does not contradict with the original design of the vehicle, and within the limits permitted only.

Transportation vehicles

Article (181(
The driver's cabin shall have a door on both sides at least. The actual width of the door is not less than 50 cm. The distance between the nearest point of the steering gear and the headrest holder of the driver's seat shall not be less than 35 cm. The distance between the roof of the cabin and the driver's seat surface is 85 cm. 50 cm is specified for of driver's seat length, & 40 cm for passenger. It is permitted exceptionally for goods transportation vehicles to place frame at the front of the car's trunk on condition it is securely fastened to the trunk's floor from the front side. The frame may not be fastened in any way to the cabin. Flatbed trucks (its bodywork has no sides) may also be licensed with consideration to conditions of cargos, flatbed trucks manufacturing should not have passed ten years including the year of manufacture.

Article (182):
If cranes, machines or equipment are fastened to the transport vehicle, they shall be securely fastened to the base of the vehicle and their presence/usage shall not affect the balance of the vehicle during its parking, movement, operation (especially), loading or unloading. In addition they shall not expose workers or third parties to any danger whenever operated. These devices are considered part of the vehicle and shall be fastened by a factory or competent companies specialized in this field which are being approved by the Ministry of Industry.

Article (183)
The dimensions of any transport vehicle together with its cargo shall not exceed the following:
  • The Length is:
      • 12 meters For cars with two or more axes
      • 17 meters For semi-trailer cars
      • 20 meters For cars with trailer
  • The Width is : 2.60 meters
  • The height of the transport vehicle from the surface of the ground with full load is: 3.5 meters within cities, and 4 meters on main roads outside cities.
  • For the determination of axle loads, it is conditioned that the axle loads of the car's original design is in full conformity with the requirements of the General Authority for Roads and Bridges.
After the approval of the Roads and Bridges Authority, and the Directorate of Facilities and Construction in the governorate, the competent traffic unit may permit the operation of the vehicle if its dimensions/weight exceeded the stated specifications, provided that the route of the vehicle is determined in the granted permit.

Passengers/cargos transport vehicles:

Article (184):
The licensing of common transport vehicles shall be limited to the following desert governorates:
Matrouh - El Wadi El Gadid - Red Sea – Sinai. The vehicle shall be designed for loading at least 5 tons, and the front part of it shall be used to transport passengers. The front part is equipped with internal seats and at least one door with a minimum width 70 cm. As for The back part, it shall be specialized for cargos with an independent entrance and shall be in full conformity with conditions prescribed for both purposes in addition to the availability of the following specifications:
  • Operated on all axes
  • Equipped with reserved fuel tank that directly attached to the engine of the vehicle.


Tractors:

Article (185):
The tractor shall have two or more axes and shall be in full conformity with the following dimensions:
  • Its length together with its agricultural attachments is 12 meters, while the non-agricultural attachment shall be maximum 25 meters.
  • The width is 2.5 meters.
  • The height from the surface of the earth is 3.5 meters.

Trailers:

Article (186):
The trailer shall have one or more axes, and its design shall facilitate its operation with the same speed as the locomotive, for trailers licensed for the first time, they are manufactured not earlier than 10 years, including the year of manufacture. It is permitted to license trailers locally manufactured on condition they are manufactured by Factories approved by the Ministry of Industry.

Article (187):
Conditions for the trailer ropes:
If the maximum permissible trailer weight exceeds 750 kg or exceeds half the weight of the unloaded tractor, The trailer should be equipped with – beside the basic rope that guarantees directing of the trailer – an additional rope made of chains or wire rope, So that if the basic rope cannot pull the trailer, the additional rope shall pull the trailer instead to prevent its deviation. In case the basic rope is torn or damaged, the additional rope shall be used temporarily till the nearest repair center. In such condition, the trailer must proceed in an average speed. With consideration to the conditions mentioned, it is permitted to use additional rope whenever necessary, and if the tractor is pulling various trailers, it is not permissible to use such ropes, but one rope only visible all day time to facilitate its inspection.

Article (188):
The dimensions /loads of the trailers shall be in full conformity with conditions provided in Article 183 of this regulation, and the load of the trailer shall be determined according to Article 183 thereof.

Semi-trailer
Each trailer with weight more than 200 kg shall be supplied with brakes that is working on tractor's brakes, so that the brake in use shall affect all wheels. If the trailer's weight is (1000-2000) kg, it is sufficient to be equipped with any means of brakes that is available to the driver, and it shall affect at least one axes only of wheels. If the trailer's weight is (250-1000) kg, it is permitted to be equipped with automatic brake. In all cases, trailers shall be equipped with additional brake to ensure that stop of the trailer in case of separation from the tractor while driving. All Trailers regardless of their weight shall be equipped with parking brake.

Semi-trailer

Article (190):
Provisions of semi-trailer shall be in full conformity with provisions of the trailer in terms of hitching, dimensions, weights and brakes

Article (191):
The semi-trailer is designed as an equipment under the provisions of Article 3 of the Law as follows:
  • Drilling, pressure and boring machinery & equipment
  • Lifting, loading, unloading and transport machinery and equipment
  • Construction and demolition machinery and equipment
  • Cracking and surfacing soil machines
  • Paving , Maintaining road equipment and accessories
  • Road marking machines
  • Forestry equipment and machinery
  • Pistons, Scales, Weights and Measures equipment and machinery
  • Mining and Quarrying equipment and machinery
  • Generating electricity, compressing air and steam equipment and machinery equipped with additional engines
  • Heating, Boiling, Crushing, Polishing and Coating equipment and machinery
  • Formation and transformation of sand and dust, stone and marble equipment and machinery
The competent traffic unit shall exempt these vehicles from certain conditions of durability and security mentioned in this regulation relating to weight, dimensions, base, motor, lights, alarm, paint and wheels in accordance with their design, processing and the purpose for which the license is designed. These vehicles shall be licensed after paying the set tax. It is not permitted to load cargos or accompany passenger other than the driver, and may be led by a second degree license at least.



Conditions of slow moving vehicles:

(A)Bicycles:

Article (192):
The cadre shall be made of steel pipes that are capable of carrying loads, and its joints shall be free of rails, rivets or nails, and all of them shall be considered as one unit joined by means of the bolts.

Article (193):
The driver's seat shall be comfortable, firmly anchored and can be lifted up and down according to the bike's size and if it has another passenger's seat, it shall also be comfortable and firmly anchored by the cadre.

Article (194:(
The steering gear shall be made of steel pipes and shall be provided with two handles of spandex or likewise. The steering gear shall be balanced on the front axle of the bike, so that it shall grant an easy and secured driving. no joints or welds shall be allowed.

Article (195(:
The wheels shall be intact and complete with all their wires and shall have rubber tires to bear the loads.
The pedal must also be intact, without welds or joints, and firmly anchored in the upper gear drive connected to the rear wheel by a full-length steel chain to move between the larger gear and the rear axle.

Article (196):
The bicycle must have at least one valid faultless mean of hand brake.
The bike must be equipped with a jack to maintain its balance while parking, and each wheel must be equipped with a metal shelf firmly anchored to the cadre.

Article (197):
A basket may be attached to the steering gear or the rear seat, the dimensions of this basket are maximum 40 cm wide and 20 cm high and it shall be firmly fixed.

Article (198):
The bike shall be equipped with a white/yellow light, on the front side to radiate light for a distance not less than 10 meters. The bike shall be equipped with a red /orange light on the back side of the bike to be lighted up at night and whenever necessary for weather conditions.
The bike should also be equipped with a round back red reflective lens with at least 2 cm radius to be seen at night in a clear atmosphere at least 100 meters distance when high beam light is directed thereon.
The back flap should be painted in white with a length of not less than 20 cm.

Article (199:(
The bike shall be equipped with at least one alarm bell that can be heard from sufficient distance. Any other audio device may be used, taking into account the various provisions relating to the alarm device in the law or in this regulation.

Article (200):
It is permissible to attach a box of goods and staff to the tricycle provided that it is fixed and the balance is kept. The box's width shall not exceed 120 cm and if it is side box its width shall not exceed 60 cm.
The height of the box should not hinder the sight of the base if it is attached on the front or the side. A rear reflector should be installed in the box if it is attached on the side. Two Rear reflectors shall be attached behind the bike and a light is placed in front of the box if the box is attached in the in front. In all cases, the length of the bike should not exceed 250 cm and the height of the bike should be 120 cm.

(B) vehicles

Article (201):
Carriage:
It complies with the following conditions:
  1. The body of the carriage shall be made of wood or metal covered from the outside by compressed wood or the like, and shall be of the closed carriage type , if it is open carriage type, it's cover shall be made of leather or the like, which can be moved by metal hinges. The floor of the carriage is covered with insulating material. The seats should be covered with leather or the like and firmly anchored to the floor of the carriage. The wheels shall be made of wood and its frame shall be covered with a rubber thickness of not less than 20 mm. Fastening rubber tires with metal rims may be installed.
  2. The vehicle shall be equipped with heavy duty flexible spring or yawning.
  3. Each carriage should be equipped with two side lamps and another rear lamp with two red reflectors on the far side of the back and the lamps should be in good condition so that they can be lighted when necessary.
  4. The carriage shaft is designed to allow the full rotation to back from the left and right, and the shaft is moving on steal axis (flat rounded metal) and it is not permitted to have any joints therein.
  5. The carriage is equipped with alarming device and it is permitted to use horns and foot bells
  6. The animal should be free of wounds and sores, trained on pulling.

Article (202):
taxis:
Conditions for taxis to transport passengers per fare in addition to the requirements provided for in the previous article:
  1. The distance between the floor of the taxi and the seat surface shall not be less than 50 cm and the distance between the seat surface and the roof of the taxi shall be 85 cm.
  2. The height of the passenger's seat shall not be less than 40 cm and the width is 35 cm and the thickness of the box is 10 cm. The driver's seat shall be separate from the passenger seats.

Article (203):
Hearses:
Hearses shall be of a closed type, and the length of the place designated for the transport of the dead shall not be less than 250 cm and shall be separate from the driver's seat, and no seats are permitted.
Hearses must have at least two axes and the wheels should be covered with a rubber layer with a thickness of at least 20 mm.


Article (204):

Carts:
​Conditions for carts:
  • The body of the cart shall be made of solid material such as wood or the like, and shall have at least one axle, and the wheels shall be made of wood, and the surface shall be covered with a rubber layer of with thickness at least 20 mm.
  • The cart's shaft should be intact and free from joints. The shafts joints are only permitted on double axis carts where the shaft should be operated on a metal spindle
  • The cart should be equipped with a rear lamp and two rear red reflectors that are fixed at the end of the cart's back.

Article (205):
The shaft of the tank truck shall be made of steel pipes with suitable diameter.

Article (206):
The dimensions of any vehicle according to its manufacture in full load shall not exceed the following dimensions:
  • (A) Length of vehicle, including draught animals:
Total length:
  • 8 m for passenger vehicles.
  • 10 m for Transport vehicles
  • 12 m for hearses.
  • (B)Width: 250 cm.
  • (C) The height of the loaded vehicle from the surface of the Earth is 350 cm .
The load should be within the ability of the draught animal.

Article (207):
The draught animals shall be in good condition and well fattened, with sufficient strength free of sores, wounds and diseases.

Article (208(:
Hand Carts
Hand carts are equipped with rubber tires or wooden/ metal wheels covered with a rubber thickness of not less than 20 mm.
The vehicle is equipped with two red light reflectors, one in the upper left corner of the front of the vehicle outside the left arm and the other in the upper left corner on the opposite side of the vehicle.

Article (209)
The slow moving vehicles shall be authorized to operate within the domain of the available governorate centers for the licensed governorate. However, the driver's license for riding bikes is applied in all governorates.
